As the economy continues to expand the scale, strong demand for energy and the consequent environmental issues has become an important factor of economic growth, the constraints and contradictions from energy consumption and environmental pollution have become increasingly prominent. As a big consumer of energy, the traditional thermal power are facing the increasing pressure, as the same time, the gas turbine power plants gradually become an efficient way.However, with the rising prices of the gas, the electricity tariff policy of the gas turbine power has become a vital factor the power plant. Early2014, based on The notification from the national development and Reform Commission on balancing contradiction between gas and tariff, Beijing, Shanghai, Tianjin and other cities have put forward policies to adjust the local prices, as regional and particularity of the selected city, the policy did not reasonably balance the pressure of business survival and the environmental pressures.In this paper, Pigou’s tax theory and Coase’s property theory will be combined, to quantify the environmental benefits and peaking benefits of gas turbine. Starting from the fixed costs, variable costs and the external benefits, according to the dynamic cost method, based on data from the gas turbine power plants in Beijing, to get the reasonable quantization interval of gas-steam combined cycle power generation cost. To verify the rationality and applicability of the method, gas turbine power plants from four thermoelectric centers will be take as an example to achieve a reasonable price range of gas power tariff. In the end, with the in-depth analysis of Hong Kong’s power control scheme, to puts forward the effective suggestions of gas turbine tariff policy to provide a reference for improving gas turbine tariff.
