The large-scale investment and construction are conducted during the period of Twelfth Five-year. The quality control of power transmission project is very important to which ensures the quality of power grid construction, maintenance of the public and national benefit. But there are a lot of problems in the current power transmission engineering quality management and the central issue is the engineering practice of quality control and target quality requirements where exist serious deviation. How to make a good scientific schedule management and ensure that the project can be completed on time on the premise of guaranteeing the engineering quality is a topic worthy of study.This paper analyzes the current situation of power transmission and transformation project quality management. The limitations of the quality target management mode are as follows:the only application of quality target management mode cannot forecast engineering prospect and cannot judge the function of project realized or not and cannot forecast it adapting to the environment or not. So a new method named whole-process refined quality management method which is combined with PDCA method and basic theory of causal analysis is put forward. With the specific case of the power transmission and transformation projects, this paper applies the improved whole-process refining control method to quality management. Through the project feasibility study stage, the decision-making stage, design stage and the feedback after the completion of phase control, comprehensive analysis is done with five ways including personnel, machinery, material, method and environment, quality and error type is judged once more. Then this paper analyzes the deviation reasons, and makes corresponding corrective measures. Finally the control effect is evaluated. The effective control of project quality is realized through real case.In this paper, combined with the actual power grid project of Luoyang to study the quality control, the out come of the method will make some reference contributions to the relevant participants in the power grid projects.
