Study On Construction Of Water-saving Society Of Binzhou City

The water-saving construction of the city of Binzhou established the four big system,included the control water indexes of water resources management system, the carrying capacity regional water resources of economic system, corresponding to the water resources optimal allocation of water engineering system and the water-saving society with the social code of conduct system, enhanced the capacity of water supply capacity and water security, improved the utilization efficiency of water resources, changed the ecology and environment and realize sustainable utilization of water resources, guaranteed the sustainable development of national economy and society. In this paper, the results main conclusions are as follows:1. The quantitative analysis of the industry water saving potential of the city of Binzhou expected the city’s water saving potential up to93.79million cube a year in2011,122.49million million cube a year in2015,174.57million m3million cube a year in2020.2. Put forward reasonable principles of optimizing allocation of water resources:"collection of natural precipitation, held the transit passenger water, multiuse the Huanghe water, groundwater protection, exploitation and utilization of reclaimed water, optimization of south-north water diversion". 3. Put forward the overall target and main task of Binzhou water-saving society construction, established divisions, pilot areas (2011), medium (2015), forward(2020) water-saving index.4. Requirements and related regulations was put forward to strengthen the management of water resources, deepen the system reform, establish and perfect the system of water-saving society, and carry out the engineering measures, save water, the efficient utilization of water resources and the effective protection of water resources management mechanism.5. Water-saving society construction have a significant benefit of Binzhou’s economy, society and ecological environment.Predicts end up to2020, the saving of water is254.926million cube a year, the direct water saving efficiency up to442million yuan, at the same time, improve the social of Binzhou’s development environment and achieve the human-water harmony.
