| October 8,2005, the Fifth Plenary Session of the 16th Central Committee Clearly stated the Strategic Approach of "construct a resource-saving and environment-friendly society"(referred to as the "dual-oriented" society). It is the first time to identify construction of "dual-oriented" society as a long-term strategic task for national economic and social development. On December 14,2007, Chang-Zhu-Tan City Cluster, Hunan province, was approved as "dual-oriented society" demonstration district by the National Development and Reform Commission in building comprehensive reform pilot area, which was a major new strategic initiative to accelerate industrialization and urbanization. It marks Chang-Zhu-Tan as a major strategic layout of to promote the rise of Central China and lead the Middle and lead the interaction between Central China and western China.This paper used ecological theory as guidance, introduced the concept of eco-living, proposed a universal standard for dual-oriented society urban construction standards, and studied the Optimization scheme of the construction plan. it is important to make Qingzhuhu into a good ecological environment and high cultural taste, meet the requirements of urban grassroots organizations, make urban living convenient, show the city's character and future direction of the city's high-grade residential areas and build China's "society" demonstration town.. The major conclusions are as follows:1. The meaning of dual-oriented ecological residence.Dual-oriented society refers to "resource-saving and environment-friendly society". Resource-saving means that the economics was built on resource conservation. The core of saving society is resource saving. Environment-friendly society is a harmonious coexistence between man and nature of social forms, the core content of the production and consumption of human activities and natural ecosystems, coordinated and sustainable development. 2. Planning theory and method"dual-oriented society human settlement" has great difference with other planning. The concept of "dual-oriented society human settlement" can be defined as this:taking ecology and city ecology principles as the guidance, taking comfortable, health human settle as the goal, taking ecological construction, ecological engineer and ecological management as measurements to make residents coordinated with the living environment and to achieve efficient use of energy resources, perfect systems metabolic, virtuous circle of ecological communities populated ecosystem.
