How to change "water restriction" to "water promote", explore water management pattern suitable to China’s national conditions, has always been a scholar research in our country.After "the harmonious development" was written into the party constitution, China issued the No.1 file in the field of water conservancy for the first time, behind such behavior is that the country decided to completely change the water resources short determination, means that the water resources management in our country has entered a new stage. In 2002 China’s National People’s Congress standing committee passed the water act of the People’s Republic of China for revision of the draft,first mentioned the implementation of new water-saving society, and improve it to legal height.Since 2002, the ministry of water resources gradually develop water-saving society construction in national pilot work.Taiyuan and Shijiazhuang in Hebei province, a total of 30 area was chosen as the second batch of pilot. Taiyuan is the capital city of Shanxi Province, also a typical areas of central China city of heavy industry. For many years, the shortage of water resources, insufficient water supply capacity, water ecological environment problems, such as problems seriously restrict the economic and social development in taiyuan city, "water bottleneck" become endanger the future generations, endanger taiyuan long-term economic and social development of the potential crisis and biggest hidden trouble. And taiyuan city groundwater resource is limited, has seriously over-exploited, surface water resources development level is not high also, to improve water supply ability by using surface water range is very small, only by saving water, increasing the efficiency of water resources to alleviate the contradiction between the production development and ecological environment, and the construction of water-saving society is a systematic,comprehensive, integrated, and effective measures.Since carrying out the construction work, taiyuan from management system, engineering construction, propaganda and education and public participation, and so on, through five years of construction have made some significant results:growth of the total water resource utilization has been effectively controlled, unit water consumption of industrial production decline gradually, and a marked increase in the efficiency of using water in agriculture irrigation, within the scope of urban sewage treatment rate will increase steadily, the further expansion of industrial use of reclaimed water ratio, urban water supply pipe network leakage rate, water function area success rate gradually increase and the decrease of the underground water level are controlled obviously.Results have been obtained at the same time, should also see taiyuan water management still exist many problems, such as the integration of water management system has not yet formed, water function area success rate is not high, sewage treatment plant capacity is insufficient, reclaimed water use supporting pipe network is imperfect and so on, these questions are limiting the further development of water-saving society construction. Against such a situation, in this paper, using the experience of domestic and international advanced water saving and the actual situation of taiyuan city, from the management system of construction, reconstruction of rainwater resource utilization, industrial and agricultural water saving, increasing public participation, strengthening the construction of informatization, etc put forward its own Suggestions, hope to continue to build water-saving social work for taiyuan city in the future help.
