| Since the reform and opening up, China’s economy has entered into a period of rapiddevelopment, economic development has made significant achievements. At the same time,production safety accidents have also stepped into high-incidence season. As one of China’sfastest growing industries in recent years, highway industry production safety accident rate isalso stay at high level, which brings great negative impact to the industry development andpeople’s life. How to reduce the production safety accidents in highway industry has become aproblem which is needed to be solved in today’s society.Highway industry production safety accidents occur frequently, ostensibly due to thenegligence of individuals at work, but there are thought-provoking social reasons in essence,in the final analysis, it is because that people hadn’t formed a complete production safetyresponsibility system within the industry. Many departments and staff don’t clear their safetyproduction responsibility in the daily work, they don’t know how to carry out the safety work,and there are no effective emergency measures after the accident. Although some of China’slaws and regulations has played a certain role in highway industry production safety, andappropriate regulatory agency has been established, the situation of highway industryproduction safety is still grim, the construction of safety production responsibility system haslong way to go.Research on safety production responsibility system needs to cover the entire highwayindustry. Based on the principle of "transverse to the edge, vertical to the end", all thedepartments and posts of highway industry should be included in the scope of the study.Selecting Tongchuan City, Shaanxi Province as research object, this thesis investigates andsurveys Tongchuan Road Management Department and its subordinate enterprises tounderstand the status of production safety responsibility in each unit. According to the survey results, this thesis applies database theory to establish safety production responsibility systemdatabase, which contains all departments and posts safety production responsibility inhighway industry, and the related laws and regulations. On this basis, the thesis use datamining technology to make department, department production safety responsibility and therelated laws and regulations correspondence logically, the same to post work, post workproduction safety responsibility and the related laws and regulations, so that each departmentand post can know their safety production responsibility clearly and define their rights andresponsibilities correctly. Evaluating the research effect and providing some relatedSuggestions for the construction of safety production responsibility system. The research is ofcertain guidance to construct and expand the highway industry production safetyresponsibility system. |
