China taxi operating environment is characterized by large population, the averagelshare of low of transportation resources,etc. Scientific management and decision-makinghelp improve the operational efficiency and service levels taxi. Based on the comprehensiveanalysis of the data from the taxi service management information system, includingvehicle data, location data, and operating income data, this paper extracts the relevantparameters and establishes models. The above has the decision support function to taxiservice management. To achieve this goal, the following tasks have been completed:Based on the in-depth analysis of the relevant researches on the present stage of thetaxi industry, using of taxi operating data from City Taxi Service Management InformationSystem, the study parameter calculation methods are completed firstly. And it can be usedto count the empty driving rate, the number of passengers, the effective operation mileage,empty driving mileage and total mileage and other parameters in different cities at differenttime. At the same time the parameter calculation software is developed. Then the paperproposes the city taxi service level evaluation system, and its index calculation method fortravelers is studied. In this section, corresponding to the needs theory of Maslow, from theperspective of the traveler, the system proposes the establishment of four levels of cityrental automotive service level index system, and establishes characteristic indexcorresponding to various levels, gives the definition of indicators and the service levelclassification methods based on the index, and is focused to achieve the automaticcalculation of average waiting time. The calculation examples show that the calculatedresult of average waiting time proposed in the paper is consistent with the actualobservation results. Finally, the regularities of distribution of the arrival of taxi at ridingsites in the large and medium-sized cities are studied. In this section, using the test data ofsome typical sections of the highway in certain cities on a certain day andKolmogorov-Smirnov (Kolmogorov-Smirnov, KS) test method, the author makes astatistical analysis of the large amounts of data and does a relevant verification of the regularities of distribution of the arrival of taxi at riding sites in the large and medium-sizedcities. The results show that the distribution of taxi arriving can be a good fit for a Poissondistribution.The work of this paper conducted a trial in the practical engineering, the resultsindicate that method research and system development of the Urban taxi is an importantsupport for traffic management and traffic information service, can provide researchevidence and policy recommendations for the management of the taxi industry, and has highreference value.
