In2009, State Grid puts forward the development strategy of the construction ofstrong smart grid to construction in high voltage network backbone network frame,all levels of the coordinated development of strong smart grid. Intelligent watt-hourmeter is an important part of intelligent electricity and it is to realize the two-wayinteractive intelligent electricity "peripheral nervous".This paper puts forward a new type of smart meters which is characterized bylow cost, high reliability, full functions (prepaid, remote copy, ladder electricity price,etc.), and a certain ability to upgrade. The mainly task of this topic is to study anddesign of the carrier communication modules of smart meters. The carriercommunication module designed a Code Division Multiple Access carriercommunication system for the channel characteristics between the data concentratorand the smart meters.This paper designs the communication protocol between concentrator and thesmart meter model and decides the add/remove node data acquisition informationexchange communication protocol to make smart meters rapid deployment andremote data acquisition conveniently.The whole plan conform to industry standards“Electronic watt-hour meter calibration procedures”(JJG596-1999).By the electricpower design institute of metrology lab test, according to "three-phase watt-hourmeter standard device"(JDM3050) measurement standard, within100meters ofdistance and the concentrator communication is normal.
