Public lighting is an important aspect of energy consumption in public institutionsand energy-saving of public lighting plays a critical role in dealing with thecontradiction between resource shortage and high energy consumption. As the mainfactor of public lighting, road lighting consumes a large amount of energy with lowenergy efficiency, which has a profound effect on traffic safety especially the toll-freetraffic for holidays in recent years. The wide application of intelligent transportationsystems can provide valid data to describe people’s daily behavior characteristics. Therational use of intelligent traffic data for energy efficiency evaluation and lightingcontrol can make full use of potentials of public lighting energy-saving, which makes itpossible to save energy and to ensure traffic safety.This paper discusses the energy efficiency evaluation of public lighting, and buildsthe energy-saving model based on intelligent traffic. In addition, the optimization ofpublic lighting will not only consider the energy savings but also the demands forlighting. This paper studies on several aspects as following:(1) By analyzing structural characteristics of the public lighting system in energyuse, management and control, this paper initially identifies the object of energyefficiency evaluation; Meanwhile by analyzing the lighting needs affected by factorstraffic, weather, and time etc, this paper constructs an evaluating indicator; Furthermoreby parsing and processing the data requested from intelligent transportation systems,this paper evaluates the energy efficiency of public lighting.(2) A model of Energy-saving control considering the characteristics of publicenergy-saving lighting is established to meet the need of public lighting; A model ofEnergy-saving control based on energy efficiency prediction is established in order toachieve lighting intelligently; By analyzing the gray features of public energy-savinglighting, an algorithm is designed to optimize energy-saving based on gray systemprediction, and experiments are conducted to analyze how the prediction error rate isinfluenced by different model update strategies.(3) The public lighting energy prototype system requirement analysis is made, baseon the above energy efficiency evaluation and predictive energy-saving control researchwork. Then the system function is designed with making clear the processes ofintelligent transportation data processing, energy efficiency evaluation, and predictiveenergy-saving control. Finally the database structure of the system is designed.(4) The system designed above is implemented, including management of lightingequipment groups, energy efficiency indicators, and control strategy etc, which applies the algorithm used in this paper to evaluate energy efficiency and makes energy-savingcontrol, and takes the advantage of friendly interface based on Map APIs. At last thesystem is tested with a list of test cases.
