The Study On Configuration Of Public Service Facilities For Village And Town

The configuration of public service facilities for village and town is an importantissue related to China’s new rural construction. The coverage rate of public servicefacilities and the scale of the facilities that can meet the growing needs of rural residentson living and production will directly affect the process of China’s new ruralconstruction. Because of our long-standing presence of urban-rural dual structure, thecorresponding configuration indicators and norms are mainly in the service area of thecity, and the national and local standards and norms on the configuration of publicservice facilities for village and town, especially for rural areas is lacking. Studying thetheory and technology on the configuration of public service facilities for village andtown deeply and pragmatically has become a key to accelerate the rural and urbanoverall plan, but also to improve the level of China’s new rural construction.At present, the phenomenon that the policy, capital and equipment of village andtown’s public service facilities are shortage, missing or lag is prominent. Notably, thefacilities for education, medical-health etc. is so inadequate that they can not meet thegrowing demands of production and life for rural residents. Meanwhile, there is a lackof a scientific and rational, systematic and comprehensive, and forward-looking theoryresearch on the configuration of public service facilities for village and town. For theabove，this paper makes research on the configuration status of public service facilitiesfor village and town, summed up the problems in current configuration of public servicefacilities, and analyze changes in demand for public service facilities with theimprovement of rural economy level. On this basis, this paper puts forward thenecessity of research on the configuration of public service facilities for village andtown, defines relevant concepts and research boundary, and introduces the basic theorythat was referred to in the research at the same time.According to the characteristics of the public service facilities’ configuration, thisarticle studies the configuration of public service facilities for village and townsystematically from three aspects that contain the layout of public service facilities, theselection of configuration items and the configuration scale. This paper proposes thatusing the asymptotic coverage model to solve the layout design problem, and builds aconfiguration item selected frame model that provides the basis for the item selection process. In order to estimate the operating results of the configuration model proposed,the article constructs the evaluation model of the configuration efficiency, and carrieson the empirical analysis for the actual application.
