With the further implementation of western development strategy, the westernregion expressways are developing rapidly, but restricted terrain, geology andinvestment, western mountain expressway linear vertical and horizontal levelindicator is constrained and the design specifications are low, has mostly continuouscurved ramps and sharp bends, its traffic accident hazards and the subsequent rescueis more difficult, thus the consequences are often more serious. To reduce themountain expressway accidents, improve road traffic safety, the author conductsin-depth research for the engineering solution on improving safety of largelongitudinal sections of the built expressway. The main contents include explore theroad safety evaluation theory, research program of strengthen safety, projectimplementation effectiveness analysis etc.On the basis of analysis the relationship between transportation system’s fourelements "people, vehicles, road and environment" and accidents, the paperanalyzes accident causes on Lao Yu sections conditions of Xi’an to Hanzhongexpressway, and selects safety evaluation index system that contains designcompliance, speed coordination, design speed and running speed coordination,vehicle driving stability and braking curve thermal performance degenerative etc.After evaluating the safety of Laoyu section of Xi’an to Hanzhong expressway, thepaper studies on the function and role of related safety facilities, follows targeted,systematic and supporting principles, focus on the speed limit, to ensure brakingperformance, brake failure after hedging measures, the effect of improving crashetc and finally proposes the engineering solutions to improving security: enhancedsecurity screening area and temporary parking areas,emergency strip,hedge lane,crash barriers and signs and markings, electrical and mechanical engineering, etc.According to project implementation of enhanced security in Xi’an to Hanzhongexpressway Lao Yu sections, the paper qualitative analysis on implementation effectof strengthening project and introduces national economic evaluation using with andwithout antitheses method to quantitative estimate economic cost-benefit. And thenemphasizes the importance of strengthen the management of safety facilities,overload management, and other measures to improve driver safety awareness onensuring implementation effect of safety enhancement project.
