With the vigorous development of China’s civil aviation industry,the rapid growth of flight traffic isgaining great momentum,which directly cause the airspace congestion phenomenon that has seriouslyaffected the normal flight.A large number of flights fail to take-off or land on its time.It has almost becamea regular phenomenon.Airport slot data as the basic data for managing flight delay in our country.Learninghow to optimize slot allocation can yield twice the result with half the effort.This paper began with the domestic and international slot allocation research,indicating the problemsexist in the course of the study,and pointing out the purpose and significance of this research. Then wesummed up the basic concepts used in this paper.On that basis, we proposed an essential question which iscalled slot allocation and elaborated the principles,factors and mechanisms to implement this slot allocationstrategy in China.Then on the basis of previous study,from the perspective of the interests of the airlines,wequantitatively assess the cost imposed by grandfather rights, which constitute one of the main principles ofthe current slot allocation mechanism. We maximize the efficiency of the system through an experimentalanalysis Moreover, we introduce the possibility to fairly redistribute costs among airlines through monetarycompensations. Our results suggest that it is possible to remove grandfather rights without significantlypenalizing airlines.We also propose slot robustness conception and the corresponding model,and use realdata to verify its feasibility.Meanwhile, from the analysis on demand we designed the strategic slotallocation system on preliminary stage. In this part, we expounded the design thought, system architecture,function structure, and data structure. At last, the main work and innovations in this paper weresummarized. And combining with the shortages in this study, we also indicated the directions in furtherresearch.
