| Most of Chinese hydraulic and hydroelectric projects locate in southwestern Chinawhere the geological condition is complicated and barely projects are not selected to be innarrow gorges with deep and rapid river between high mountains, which makes the designshave to largely adopt deeply-buried long and large tunnels, underground oversize cavernand room groups, high and steep slopes, water-retaining cofferdams, etc. for shorteningconstruction duration and harvesting economic benefits as soon as possible, most of theprojects are completed under grade cross operations state. Though the work pattern ofgrade cross operations can effectively solve the difficulty of arranging numerous buildingsand/or structures on the narrow fields, it increases the risk of operations and brings newproblems and challenges of safety management to the construction sites. Hence, the focalpoint of safety management for hydraulic and hydroelectric projects will be systematicallysolving hidden dangers resulting from grade cross operations.Based on safety theory, regarding safety management of grade cross operations as theresearch object, fully considering the inner link between construction characteristics andrisk characteristics of hydraulic and hydroelectric projects, and the dynamic change law ofrisk caused by the change of construction progress and construction environment, startingfrom hazard source identification and appraisal, this paper designs safety organizationstructure for grade cross operations, and constructs transfer implementation mechanism ofsafety management on the basis of the structure, and proposes hazard source control modesand concrete control measures based on the transfer mechanism. Meanwhile, on the basisof abovementioned research findings, this paper carries empirical study by taking theproject of Three Gorge Ship Lift as example, which consequently not only improves thetheoretical system of safety management for grade cross operations but also offersapplication guidance to safety management for hydraulic and hydroelectric projects withstrong operability. (2)Hazard Source IdentificationAndAssessment For Grade Cross OperationsBy analyzing hazard source factor from potential risk, existence condition and triggerfactor, this paper proposes a method based on LEC-M, which is how to scientificallyhazard source identification and assessment, and analyze hazard source distribution undergrade cross operations, takes embedded parts of Three Gorge Ship Lift as example,compares research.(3)Design For Safety Organization StructureConsidering of function demand and influence factor for safe organizationalmanagement of grade cross operations on hydraulic and hydroelectric projects, this paperdeduces that the behavior of operating personnel is the dominant factor. This paper sets upa kind of mode for safety organization structure to be two management level that is ahorizontal and a vertical, which is regarding coordination management and communicationplan as the core through analyzing the demand of safety organization structure, and designswork flow and responsibilities based on this mode.(4)Design Of Transfer Implementation MechanismThrough defining connotation and analyzing necessity that transfer implementationmechanism of safety management, this paper sets up a kind of model for transferimplementation mechanism of grade cross operations based on mechanical mechanism,which is composed of longitudinal and horizontal system transfer mechanisms, explainsthe basic conditions, essential conditions and key conditions for the mechanism runningeffectively, and takes coordination management mechanism of Three Gorge Ship Lift asexample for positive analyses.(5)Study On ModesAnd Measures For Hazard Source ControlThis paper proposes a sort of mode for hazard source control of grade cross operationsbased on PDCA circulates by system explaining the goal, principle and method, and takeshazard source control of Three Gorge Ship Lift as example for proposing thoughts andmeasures of safety management, which is "forbidden-priority-dodge".Finally, this paper summarizes the achievements of the full text, and puts forward theproblem remained to further research with combining the development and researchsituation of safety management on hydraulic and hydroelectric projects. |
