As the rapid development of the Smart Grid, it is more and more important toimprove reliability of the Grid and energy efficiency. Smart power consumption that hasbecome the inevitable trend of the power consumption is the important part of SmartGrid. The basic characteristic of smart power consumption is the flexible bidirectionalinteractions between power grid and consumers. Since Demand Response is one of themost important way of the bidirectional interaction, which guides consumers to adjusttheir electricity consumption arrangement to optimization of energy usage by changingtheir power load through the price signal or the incentive mechanism. Thus, DemandResponse increases the effects of the demand side in power market greatly. For thepurpose, this thesis researches and analyzes the formulation and implementation ofdemand response programs and response behavior of electricity consumers under thebackground of the development of smart power consumption.This thesis firstly analyzes the mechanism of Demand Response. Consumers’response is the premise of Demand Response. This thesis establishes demand responsemodel based on the consumers’ benefits. According to the characteristics of the loadrespectively, DR program is implemented based on the price and the motivation ondifferent load type to stimulate the active participation of the consumers. Through theprice signal and the incentive mechanism, DR programs encourage electricityconsumers’ response to adjust their own electricity consumption arrangement inresponse to the operation goals of power system, which would keep the power systemoperation safe and reliable.Developing and implementing reasonable Demand Response strategy is the keypoint to Demand Response. This thesis establishes the technical and economic indexesfor each demand response program and then uses entropy weight method to empowerweight to each index, and then amend the weights respectively according to thedifferent focus on the index of the operator and the consumers. Finally the thesiscalculates the average distant of each demand response program to obtain thepreferential program by the shortest distance method so as to provide a reference for theformulation and implementation of Demand Response Program.According to the current situation of the development of the electric powerindustry in our country and the objective conditions of the consumers’ electricity demand, Time-of-use Demand Response is one of the important measures to stimulatedemand side response. The traditional electricity price may lead to be lack ofconsumers’ response. The interaction between the power grid and the consumers maynot be demonstrated under the traditional electricity price. Time-of-use DR thatproviding the optimal price to encourage the consumers participating to make the loadcurve flat with power grid is established based on the consumers’ response that isdescribed by price elasticity of consumers’ demand in the thesis. This pricing schemescan be obviously improved the load curve while considering the consumers’ demandreasonably.Aiming at the flexible interaction that is emphasized in Smart Grid between powergrid and consumers, based on the Time-of-use DR this thesis establishes thecontrollable load model of Smart Home aiming at the residential consumers combiningwith the relevant technology background of smart power consumption and smart homeconsidering the consumers’ electricity demand fully. And then this thesis establisheselectricity consumption strategy model whose objective function is minimizing theconsumers’ electric cost. This thesis proposes that dividing per hour time into equalparts. Thus, both the actual condition of electricity usage can be considered andscheduling space of the consumers can be increased. The model reduces the consumers’electricity cost effectively while ensuring the consumers’ demand, and realizes theactive participation and the interaction with the grid of the consumers. The responsedegree of the consumers and the load curve is improved and the rational allocation ofthe supply side resources and demand side resources are optimized by assistantoptimized energy consumption for the family consumers.
