It is common natural disaster that railways or bridges are damaged by flood, especially in the mountain areas where railways have been broken in every year because of flood. Since the damaged railways or bridges may usually interrupt railway traffic, with severe impact on the performance of the national economy, such problem has been highly concerned by the public.In order to ensure the restoration of railway operation, and bring down the losses by interrupted traffic, the period of reconstruction projects are usually very short, often equal to or even less than one third of the normal construction period. Therefore, the organization and management must be different from traditional project, with high efficiency. This article set the rescuing the emergency and rebuilding of the Shiting river bridge of Baoji-Chengdu railway as example to explore the organization and management of the reconstruction to the damaged railways or bridges by flood.During the practical construction, China Railway No.2Engineering Group Co., Ltd(CREGC) focus on the speed and efficiency, under the guiding ideology of expediting construction and reducing the losses brought up by railway interruption with all endeavor, to carry out the organization and management tightly around comprehensively accelerating the reconstruction.In order to make resources distribution satisfy the need of emergency repair, our company transferred over300management and technical cadres, over1800migrant workers and over1000various mechanical equipments from surrounding projects, such as Chengdu-Mianyang-Leshan Railway, Chengdu-Guanxian Railway, Mianyang-Suilin Express Way, Mianyang-Suilin Express Way and Chengdu Subway. In addition, concrete used by us are all commercial concrete.On the organization of construction, the company insists on the whole advancement, the full implementation, carefully writes and optimizes the construction organization design, breaks the organization model of the worksite circulation in the routine construction to economize on resources. All the construction worksites start to work at the same time, meanwhile, we pay attention to avoiding the disturbances in constructions during the working procedures or between the worksites, to ensure the repairing progress. On the management of construction, CREGC adheres to the principles that arrange daily tasks and check the performance of tasks every day, and adheres to assess the rewards and punishments, analyze and solve the problems on the same day when the problems are discovered. On the issues of safety, quality and management of environmental protection, the company insists on regulating the construction, obeying laws, regulations and scientific laws, and never works blindly at the expense of safety, quality and natural environment, to ensure the quality of the repair work.At the same time, our company formulated the construction management plan during flood period, safety accident plan, quality accident plan and environmental protection accident plan, to reduce the unforeseen factors, the potential risks and their negative influences to the minimum.With the huge investment of resources, the reasonable and efficient construction organizations, the strict and scientific management by CREGC, the project of rescuing the emergency and rebuilding of the Shiting river bridge has been completed successfully within55days,5days earlier than the required date.The achievements of organization and management to rescue and rebuild bridges, which are damaged by flood, are significant for the design and building of similar bridges in future, and the construction of similar projects.
