In the relationship between human beings and the nature, the actions taken by people on ecosystem and environment include rehabilitation, enhancement, naturalization, reclamation, creation, etc. Different actions have different results. Facing a new era, The Minister of Water Resources (MWR) of China has proposed a new water managing strategy of changing from the traditional water projects to modern and sustainable water management, and insisting on harmonious relationship between human beings and the nature. In the framework of this new strategy, it is necessary for flood preventing work to be changed from flood control to flood management, and the study of flood resources management is an important part of this process.A common understanding of flood prevention strategy has been reached throughout the world, which is that it is impossible to totally eliminate the flood disasters, but we can mitigate the losses and utilize the flood resources through taking engineering and non-engineering measures at same time in order to serve the sustainable development of the society and economy of our country.For a long period of time, the research field of China has emphasized the studies of models calculating measures, and it is quite ubiquitous that theories cannot keep path with practice. Many models and calculating measures are too innovative and complicated to be put into use. The flood resources management studied in this paper is related to the current practical flood control work, and does some exploration in both theoretical and practical ways. The models and measures proposed by this paper are of guiding and reference significance to the current flood control and drought relief work of China.There are 4 different levels of understanding of flood resources management The first is flood management, which reflects the differences between flood control and flood management; the second is flood resources, which pays more attention on resources while studying flood prevention; the third is flood resources management, which is different to traditional water resources management, and is a new strategy of flood prevention and disaster mitigation with the background of sustainable development; the forth is flood resources management based on risk analysis, which values both natural and social characteristics of flood and based on risk analysis theories to study the case of flood resources managementIt is impossible to avoid the flood risk totally, but the losses of flood can be mitigated and flood resources can be utilized. The hypostasis of flood resources management is to achieve the maximum benefits in the long run through taking comprehensive measures of law, executive, economics, technology, and education as well as the combination method of engineering and non-engineering measures, adjust the relationship and status between people and nature correctly.On the basis of brief review of application and tendency of new technologies and theories in flood resource management, this paper analyzes the basic theory of flood resources management, model and method of flood resources utilization, and gets the following results:1. Based on defining the concept of Water Base System (WBS), this paper studies the flood prevention strategy of changing from flood control to flood management.2. This paper differentiates and analyzes the basic concept and theory of flood resources, and establish integrated model of flood disaster mitigation and flood resources utilization. It takes Songliao basin as an example to calculate the potential quantity of flood resources and proposes the method of Group reservoir operation according to responds to flood resources management3. Facing the mainly problems of flood resources management, the paper makes up a benefit calculating model of flood resources management and coupling model of flood losses and benefits analysis and then gives suggestions on how to carry out flood resources management in china through the method of risk analysis method.4. After analyzing and comparing both international and national experiences of flood insurance, and closely concerning about the situation and the facts of china, the paper gives us general idea of carrying out flood insurance in china and answers the basic but practical questions like why, what, when, where, who &whom of practicable flood insurance technology.
