Frequently occurred railway emergencies not only result in enormous casualty and property losses, but also have serious influences to the railway system. Due to the irrational location of emergency service facilities, the emergency rescue force cannot reach the accident sites at once which worsen the influence of railway emergencies. Therefore, scientific and reasonable location of emergency service facilities has significant implications to face railway emergencies, reduce loss of life and property and improve standard of emergency service.This paper, views from handling the railway emergencies in time and effectively, introduce the present research situation on location of emergency service facilities, the basic theories and methods about the location problem of railway emergency service facility. Analyzes the emergency demand point in detailed which has the characteristics of interval, propose the concept of delay risk factors and the method to find delay risk path firstly. Then, builds the railway emergency service facility two-stage location model that uses both the sum of minimum emergency weighted distance and emergency service radius as the optimum objective, and improve the traditional solving algorithm under the situation of the candidate points are unknown and the number of facility to be built is known. Thirdly, this paper builds a Multi-objective emergency service facility layout model that use the minimum of cost, weighted distance sum and emergency service radius as the optimum objective under the situation of the candidate points are known, and propose to use the Simulated Annealing Algorithm (SAA) to find the optimal solution. Finally, this paper provides a scientific theory for railway emergency service facility location and optimization by analyzing the Jinan Railway Bureau Case and proving the feasibility of model and effectiveness of algorithm given above.
