Study On Special Transfer Payment System Of Ecological Compensation

In recent years, with emerging ecological problems such as haze, water pollution and vegetation deterioration, China’s economy is paying the price for its rapid economic development. As an important means to keep sustainable supply and social equity, eco-compensation plays an important role when it comes to the balance of development and ecological protection, though there are still some problem which to some extent affect the progression and result of eco-compensation.Released in 2015, Environmental Protection Act which makes up for the deficiency of the system of eco-compensation establishes the rules. No one can deny that the establishment of the system of special transfer payment is in its primary stage so that it has to be considered that how to find a better way to guide the eco-compensation in the aspect of system perfection.Chapter 1, Try to explain related concepts of special transfer payment for eco-compensation and reveal the content of the system while coming up with some suggestion about maintaining the eco-security of the country, equalizing public service and balancing the rights to live and the rights to develop.Chapter 2, Analyse the system of eco-compensation clearer combined with the latest Environmental Protection Act.Chapter 3, Expose shortages like the blur of the limits, insufficient of legislation system, inefficiency of executive force, absence of legislative supervision and the lagging system construction.Chapter 4,Provides some practical suggestion aiming at these systematic problem to improve the operability of special transfer payment for eco-compensation so that sustainable development of ecological and economic construction could be achieved under the better guide of eco-compensation.
