At present, the contradiction between China’s economic development and ecological environment protection highlights. In order to promote coordinated regional development, the Chinese government proposed the implementation of the strategy of Major Functional Zone. Following the ideas and theoretical guidance of the strategy of Major Functional Zone, choose terrain factor and natural ecology services factor which have a greater impact on regional development and construction to construct ecological sensitivity evaluation system and to divide areas of ecological and environmental constraints rank; From the local carrying capacity of resources, existing development density and potential development in the future to build three criteria level of regional economic development potential of the evaluation system, dividing the integrated regional economic development potential level; It analyzes the result of integrated regional ecological environment restraints rating divisions and interregional economic development potential ratings using the method of spatial clustering and overlay analysis, which determined the natural value and economic value of evaluation unit. Then the dissertation classifies economic development value and ecological conservation value, integrated and comprehensive development of conservation value.It proposed development directions of the evaluation unit which consider future population distribution, economic layout, land use and urbanization patterns, and consider the wishes of local development, coordinating all interest demands. It studies the layout and development of the main functional areas in scale of county in Leishan county in Guizhou Province which is a Important ecological function areas.The specific research contents include:1)clarified the relevant concepts, summed up the main functional zoning related research status;2)the technology system of the main function zoning of the key ecological function areas was designed, and the evaluation system of the ecological sensitivity and the potential evaluation system of economic development were constructed;3)the theory and method of the main function zoning of the key ecological function areas are discussed, which provides the theoretical and methodological support for the practice of division;4)in the analysis of Leishan county natural resources, ecological environment and social economic status of the foundation, in Leishan County principal functional zoning were empirical research;5)study the driving mechanism of Leishan County MFOZ construction.The conclusions are as follows:(1)The dissertation proposes “Life, production, ecology” space partitioning system and program of“3+N” MFZ type.It also notes that each function block boundary should be timely and appropriate adjusted with regional development. However, with the regional development, the functional blocks may not match the actual intended function positioning, thus dividing each functional block boundaries should not be a rigid “red line”, but should be adjusted in real time with the regional development.But also in the process of division of key ecological function of County main functional blocks should be divided into a range of“blank”spare blocks, and these issues are the focus of future research.(2)The dissertation proposes that“dumplings” type of urbanization development is the key ecological function areas urbanization realistic way, and points out that research of coordinated development of ecological compensation between the various functional blocks needs to be strengthened. Urbanization is an important starting point to promote regional development, through the effect of aggregation of towns can achieve industry gathering and talent gathered. It is not feasible to copy pie type urbanization of key development in restricted key ecological function areas. Take the “steamed dumplings”eco-town development path to promote the development of key ecological function areas is a realistic way. However, different functional blocks prefecture assume different ecological protection and limited levels of development are not the same in key ecological function county, how to coordinate the development and distribution of ecological compensation between the various functional blocks is the focus of future research.(3)The dissertation proposes the development of special ecological agriculture can continue to protect the ecological function of supply and services, and notes that the estimated cost of the ecological functions of ecological protection. However, the compensation standards, safeguards needs further study. Key ecological function areas often bear maintain regional ecological security and supply ecological products ecological services. Good ecological environment background is rich in herbs, wild vegetables, precious fruit and other characteristics of agricultural resources. Development of special ecological agriculture is a way to resolve contradictory between protection and development of ecological functional areas. Of course, the key ecological function county sustains regional ecological security at the expense of development opportunities. Therefore, benefited region should provide economic compensation for the region assumed ecological protection. However, existing researches are inadequate, which study estimation of the cost of ecological protection of key ecological function areas, ecological compensation standards, the implementation of ecological compensation security and other issues. The next step should be to strengthen the relevant research.(4)The dissertation proposes boosting county economic development through tourism development, construction of the “blood” and“blood transfusion” two driving modes promoting resource conservation through tourism development, and noted that tourism development should seek a balance between conservation and utilization. Tourism is recognized as no polluting industries, its stimulating effect on the economy is huge, the ecological function areas inhabited by ethnic minorities, the development of tourism is a strong driving force to boost regional economic development. But the concern is that some of the beautiful scenic area of ecological functions also often “ecological zone”, the overload of human activities, irrational regional tourism development will bring such a devastating disaster, so the tourism development process how to protect and make use of such areas must pay attention.(5)The delineation of ecological red line to protect regional ecological security, dissertation offer to forest protection, protection and regulation of the river to build a focus on ecological barrier, and noted that should continue to strengthen the protection of rivers, reservoirs, and institution-building Governance. Forests, rivers and lakes, wetlands critical to maintaining regional ecological security, by forests, rivers, focusing on water, wetlands established as ecological barriers skeleton can maintain regional ecological security.
