As a special economic independent area, development zone has obtained rapiddevelopment in recent years, however, at the same time, serious waste pollution hasbecame an inevitable problem. In order to improve the sanitary level in the developmentzone, it is urgent to set up a scientific and reasonable MSW transfer system. In case thatthe MSW transfer station is the hub of the system, a scientific layout plays an importantrole in improving MSW transfer efficiency and reducing related cost. The main purpose ofthis paper is to build a scientific, reasonable and applicable mathematical model to solvelayout optimization problem of MSW transfer station in development zone.This paper analyzes the research status of MSW transfer system both at home andaboard. By comparing the characteristics of all kinds of optimization models, a0-1integernonlinear programming model, namely, minimum cost model, is built. Unlike previousminimum cost model, this paper takes the impacts of vehicle maintenance as well asvehicle’s waiting time in line on overall transportation charges into comprehensiveconsideration. According to the real situation of development zone in China, theabove-mentioned model is simplified, moreover, the critical condition of constructing atransfer station(the closest distance between servant region and treatment plant) is given.When daily production of MSW is150t, the critical distance of constructing a transferstation is11km, that is to say, it is only suitable to construct a transfer station when actualdistance is longer than the critical distance. Similarly, when daily production is300t, thecritical distance is10km. Thus provide a basis for decision-making in development zoneof our country.This paper empirically studies Zhongshan torch development zone, moreover, basedon minimum cost model as well as LINGO mathematics software, an optimal transferstation layout is given. The optimum results show that among30service communities inZhongshan torch development zone,23communities’ MSW should be transferred to3transfer stations before they are finally transported to treatment plant, meanwhile, the restcommunities can just transport its MSW to treatment plant directly. At the same time, thispaper performs sensitivity analysis to the influence of the optimum results, by adjusting parameters such as unit oil consumption amount, MSW generation and vehicle’s waitingtime in line, the weight of corresponding influence factors is given, thus providereferential suggestions for optimizing transfer system in development zone of our country.
