Since China’s reform and opening up, the modernization construction has widely began and industrialization and urbanization has became increasingly accelerating. While series of problems appeared, such as a growing gap between the regions, blind urbanization, unordered territorial development, etc. In order to thoroughly apply the Scientific Outlook on Development, the Outline of the Eleventh Five-Year Plan of China clearly promotes the formation of the Major Function Oriented Zone. Furthermore, our country make demands on the Major Function Oriented Zone and ecological civilization construction in this new period, so how to construct and develop the important ecological functional zone gains prominence. This paper applies space overlapping and spatial statistical analysis to evaluate spatial distribution characteristic of territorial development with the help of GIS to make sure the main function of each region and make a modeling analysis on the major function oriented zoning, thus provides theoretic methods to regional development planning.Taking the Yingshan County as study area, the following researches are made by the author:(1) A database about administration, population, transportation system, economic development situation, land use status, water resources situation, atmospheric and water environment, natural disasters, ecology, geography and soil has been established through extensive field investigations and data collections.(2) Based on concept of Resources Bearing Capacity, current exploring density and future growing potential, it build the index system and evaluate the316villages’ land resources, water resources, environment capacity, ecological system frangibility, the importance of ecological function, natural disasters fatalness, the degree of population agglomeration, economic development level and the degree of transportation advantage in Yingshan County respectively.(3) With the help of GIS, RS, statistics and other modern scientific methods, synthesized technology system, experts system and decision making system, Yingshan County can be divided into four types of function zones, combined with the development situation and comprehensive evaluation standard to identify the major function of each region, namely urban and industrial zone, rural and agriculture zone, ecology construction zone and forbidden development zone. What’s more, taking urban system planning and urban-rural comprehensive planning into account, it make a discussion about the specific major function zoning from different focuses.(4) It analyzes the zoning plan, each zone’s characteristics, make thematic maps which based on evaluation result and zoning plan and provide advices.This research accomplished with the support of ArcGIS10.2, Office. Take advantage of the data management function, space analysis and statistics function of ArcGIS to organize data, build geospatial database and make thematic maps at last.The conclusions are as follows:(1) Through the calculation of national territory comprehensive evaluation index, it shows that the spatial distribution of relatively high value in Yingshan County appears "One Center Two Subcenters and Multiple Points; the relatively low value mainly distributes in Dabie Mountains in north, higher ground in southeast, the watershed between Dong River and Xi River, etc.(2) According to the position of important ecological functional zone in national and provincial zoning, the exploit needs of each types are adjusted synthetically, thus Yingshan County is divided into four type, namely urban and industrial zone, rural and agriculture zone, ecology construction zone and forbidden development zone.
