With rapid economic development and promote urban and rural integration policy in China, atmospheric environment security is increasingly highlighted,people’s concern is the focus. According to the national conditions of our country,the mainly problems of atmospheric environment security are large emissions of atmospheric pollutants, concentration is not up to standard, more energy consumption, the motor vehicle ownership increases every year, which will cause serious damage to the atmospheric environment of human existence, also can produce threat to personal security, therefore, the calculation of atmospheric environmental capacity evaluation problems to be solved.Based detailed analysis on the general situation of the natural environment and social economy in Zhenjiang, and then determine the atmospheric environment security function, collect analysis of the meteorological data in Zhenjiang, detailed analysis meteorological data are wind speed, wind direction, rainfall, low cloud cover, the total freight volume. To analyze the sources of pollution discharge situation in Zhenjiang, analyzing the present situation of pollution emissions,specific analysis three directions from point source, linear source and non-point source pollution emissions: point source investigation includes industry survey, the survey of administrative regions and enterprise; Line source mainly analysis of motor vehicle and vessel; Non-point source main straw burning surface and the surface of the fuel combustion. With two methods which are fixed A value method and the ADMS-Urban combination of linear optimization method to calculate Zhenjiang three kinds of pollution factors that are SO2, NOx, and PM10 in each administrative region environmental capacity of the seasons, contrast analysing calculation results, the error of calculation result shows that two methods don’t vary that much, and explain fixed A value method suitable for Zhenjiang, and atmospheric environmental safety assessment of Zhenjiang plays an important role,so in this paper, the calculation results using the calculation of fixed A value method to calculate the atmospheric environmental capacity, and analysing the atmosphere environment bearing safety.Based on the analysis of the atmospheric environmental capacity of each administrative region in Zhenjiang, the atmospheric environment of Jurong city,Danyang city and Yangzhong city in Zhenjiang is in a state of high load, SO2 and NOx in Dantu district present a medium bearing state, PM10 under high load; SO2 in Runzhou district is under medium load, NOx and PM10 are critical overload;SO2, NOx in Jingkou district are in the serious overload state, PM10 in medium bearing; SO2, NOx in Zhenjiang Xingqu are in overload condition, PM10 in medium load. Finally, in view of each administrative area in Zhenjiang, these three kinds of pollution factors that are SO2, NOx, and PM10 put forward corresponding solution measures.
