Coupled with the economic growth and urbanization course, air environmental pollution in urban area is becoming much more serious. It urges environmental researchers to a significant task: how to apply atmospheric environment capacity techniques to make sure air carrying capacity, especially for urban area located in mountainous terrain in such a effective way that Total Emission Amount Control Outline for major contaminations constituted during the ninth five-year plan could be actualized.Anyways, since meteorological factors is so intricate in mountainous terrain that it is much more difficult to forecast air quality for urban area located in mountainous terrain and there is high error in forecast result if conventional model is employed irrelevantly. Therefore, it is significant to develop air forecast model and atmospheric environmental capacity model for urban area located in mountainous terrain.In this paper, a calculation model of air pollution forecast and atmospheric environment capacity was set up preliminarily based on the research of the air pollutant dispersion character in mountainous terrain, by consulting correlative current domestic and international research findings and by applying current planetary boundary layer as well as air dispersion concepts into air pollutant dispersion models.Panzhihua City is a typical urban area located in mountainous terrain. Through the verification calculation on the air pollution forecast in Panzhihua City, it was shown that the calculation model was suitable with the actual situation.Finally, using the linear programming method, the atmospheric capacities of SO2, PM10 and NO2 for nongnongping and hemenkou District, Panzhihua City are calculated according to the atmospheric state qualitystandard.
