Research On Ecological Efficiency Evaluation Of The Former Central Soviet Area

The Former Central Soviet Area is one of very important revolutionary base areas of the Revolutionary War,Now in speeding up the transfer of industries, urbanization and accelerating industrialization development stage.In recent years, due to the extensive mode of economic growth, coupled with the natural resources are excessively exploitated and utilizated.The Former Soviet Central are facing serious ecological and environmental problems,such as soil erosion,deterioration of the source of the river water quality,increased mine geological environment problems,atmosphere and heavy metal pollution serious. thereby constraining the sustainable development of the former Soviet Central economy and society.However, eco-efficiency as a measure of the level of sustainable development for quantitative tools,It can comprehensively reflect the relationship between regional economic and social development,energy efficiency and ecological environment.Through research on ecological efficiency of domestic and foreign literature, summarized the related theories of eco efficiency;Based on the combination of the quantitative and qualitative analysis,by referring to the research results of previous eco efficiency evaluation index system design,at the same time, using Pearson correlation coefficient theory,the final design of the index system of the former Soviet central level of eco efficiency evaluation, its covering three dimensions of economic, environmental and resources.In the perspective of total factor,based on the panel data of in 17 cities former Central Soviet from 2010 to 2014,Using non parametric statistical analysis method of data envelopment analysis(the modle of CCR,BCC and Undersirable-SBM)and Malmquist productivity index,Empirically researching on ecological efficiency of the former Central Soviet area with the static and dynamic.The empirical results show that the generally overall level of eco-efficiency of the Central Soviet Area presents an upward trend,but the rising amplitude is small and the overall efficiency level is low.During the study period,the overall level of eco-efficiency have not reached the optimal production frontier;The level of eco-efficiency have difference significantly between the Central Soviet Area 17 cities,as well as in Jiangxi province, Fujian province and Guangdong province area;Negative effects of non expected output variables of former Soviet central eco-efficiency is obviously,and the level of economic development and the development of ecological and environmental protection are not coordinated;The lower of environmental production technology efficiency and scale efficiency is a major bottleneck,which restricting the area TFP growth,where the eco-efficiency does not reached the optimal production frontier.Conclusions for the above analysis,there have given the specifically to enhance the Former Central Soviet Area eco-efficiency of policy recommendations,from the level of government’s macro policy system, meso regional industrial system and micro social ideology, mainly including organization optimization, industrial structure, technological innovation, system construction and management mechanism innovation and so on.
