The Research On Ecological Value Accounting Of Dangerous Solid Waste Comprehensive Utilization

China’s economic society is in a period of rapid growth,at the same time, the production of hazardous solid waste and economic growth complement each other.In recent years, the production of hazardous solid waste increased year by year,In 2014, the production of hazardous solid waste in China reached 36 million 330 thousand tons.On the one hand, if dangerous solid waste disposal improperly, it will cause the ecological environment destroyed, affecting industrial and agricultural production activities may even harm the health of people.On the other hand, hazardous solid waste contains a large number of resources that can be recycled, if its utilization can not only reduce environmental pollution damage, but also ease China’s shortage of resources and the rapid development of economy of the bottleneck problem.Most scholars have made researches on the pollution and harm of hazardous solid waste, the management system and the treatment and disposal technology, but few studies on the benefits of the comprehensive utilization of hazardous solid waste will bring to human society. Therefore, this paper studies the ecological value of the comprehensive utilization of hazardous solid waste to the human society, in order to put forward relevant suggestions and measures. First, the paper introduces the hazardous solid waste and ecological value of the basic content, secondly from the perspective of time and space analysis of the crisis of our country solid waste generation, comprehensive utilization and disposal, and on this basis, introduced the risk of our country solid waste comprehensive utilization and disposal technology. Finally, based on the analysis of the function value of ecosystem services on the ecological value of the comprehensive utilization of hazardous solid waste:on the one hand from the dangerous solid waste in the recovery of heavy metals reduced the corresponding heavy metal ore mined, while saving energy consumption, on the other hand, dangerous waste material reduces the emission of the pollutants on ecological environment destroy the comprehensive utilization; based on analyzing and summarizing the ecological value accounting method is proposed on the calculation method of the ecological value of the comprehensive utilization of hazardous solid waste, and on this basis to the Hunan Yongxing Xinyu environmental protection nickel limited company as an example, the accounting disposal of 100 thousand tons of hazardous solid waste because of the ecological value of reducing ore mined from about the ecological value of 286 million 280 thousand yuan, saving energy consumption brought about the ecological value of 5 million 980 thousand yuan, reducing emissions of pollutants generated about 2028 0 yuan in the project of 100 thousand tons of hazardous solid waste comprehensive treatment of the ecological value of about 500 million yuan. According to the rough projection in China for nearly four years produce hazardous solid waste comprehensive utilization of ecological value is around ＄887 million yuan,1002 billion yuan,850 billion yuan and 103.1 billion yuan, if the annual hazardous solid waste all comprehensive utilization of ecological value is about 171.6 billion yuan,1733 00000000 yuan,157.8 billion yuan and 1817 billion yuan. And our country to solid waste management investment in 2014 is only 997 million yuan the critical solid waste management investment only 15.05 billion yuan, so our country should increased investment to improve the dangerous solid waste comprehensive utilization rate, in order to achieve the comprehensive utilization benefit maximization.
