Industrial Solid Waste In Hebei Province Comprehensive Utilization Research Under The Prespective Of Circular Economy

With the development of industry,the amount and type of industrial solid waste are both increasing.Because industrial solid waste,especially hazardous waste, contains a lot of harmful substances which is difficult to degrade in the environment,such as heavy metals, persistent organic compounds,the improper disposal with it will bring a great threat to human health and the environment security. The geography position of Hebei province is very important, it around the capital, Beijing, adjacent to Tianjin and tight alongside bohai sea, Under the strategic background of the integration of the beijing-tianjin-hebei region, hebei province will undertake a lot of industry from the Beijing and tianjin, besides, with high investment, high pollution and high emissions, the economic structure of Hebei province makes the management of industrial solid waste pollution face great challenge.Hebei province are facing with the grim situation of industrial solid waste pollution and economic development, so we must take an effective way, as soon as possible,to solve the problem of pollution by industrial solid waste, to speed up the transformation and upgrading of industrial structure,and to promote industrial development and environmental protection green coordination in hand.However circular economy which can realize the coordinated development of the social, economic and ecological emphasizes the most efficient utilization of resources and resource recycling,and accord with the requirement of sustainable development strategy. Based on circular economy ideas, vigorously promoting the development of comprehensive utilization of industrial solid waste, is a way to take temporary solution and effect a permanent cure.This thesis is based on circular economy ideas, through literature search and consulting, collected industrial solid waste comprehensive utilization practices in some Domestic and foreign cities, and main types of industrial solid waste and industrial solid waste’s "source, flow, volume “in hebei province.Through the analysis of these material,we can found that the industrial solid waste in hebei province presents a rapid increase in large quantity, fast-growing and complex component.Industrial solid waste comprehensive utilization, as a primary means to control pollution by industrial solid waste,exist problems as follows:low comprehensive utilization lever and technical level, lack of information sharing mechanism, insufficient capital investment and policy support and so on.therefore, this thesis draws lessons from the useful experience about industrial solid waste comprehensive utilization at home and abroad, based on circular economy, industrial solid waste comprehensive utilization mode in Hebei province is proposed from three levels. In addition, in order to guarantee the smooth development of comprehensive utilization of industrial solid waste in Hebei Province, this thesis propose safeguard measures about Hebei province’s industrial solid waste comprehensive utilization from the aspects of organization management, talent technology, policy, Beijing& Tianjin collaborative development and so on.
