The unreasonable exploitating and using natural resources causes ecological environment problems. Water conservation is one of the most important things of the ecological environment protection. In recent years, our government pay more attention to ecological environment investigation and put forward building water conservation functional area of Beijing, Tianjin and Hebei. But there have not been unified theory or system of water conservation evaluation yet. Under this background, the thesis based on the China Geological Survey issued” The remote sensing comprehensive survey of the northern coastal areas of China” project. The thesis choses Yanqing, Huairou and Miyun as the research area s,extracts information from remote sensing images and evaluates water conservation ecological environment using AHP-FCE. This research achieves following results mainly:(1) Ecological function index, ecological structure index, pollution load index and environment quality index are the guidelines. Water conservation index, nature reserves area percentage, forest coverage, grass coverage, water coverage, pollution discharge standard rate, sewage treatment rate, water quality standards rate, atmospheric quality rate and drinking water quality rate are the evaluation factors.(2) By contrasting and analyzing, the thesis selects AHP-FCE method. Using AHP method to determine the weights, using FCE to determine the membership, and then build water conservation ecological environment evaluation system.(3) The thesis collects different types information, analysis the specific information of each evaluation factor, classifies the data of factors, uses AHP-FCE evaluation method to evaluate the water conservation ecological environment of the research areas in two different scales. It is found that for water conservation, the importance of ecological environment evaluation range from top to bottom is ecological function index, ecological structure index, environment quality index and pollution load index. The evaluation results of Yanqing, Huairou and Miyun are all level two. The results are reasonable and agreed with objective actual. At last the thesis provides protection countermeasure.
