Study On River Water Environment Pollution Reduction Plan For Linan

With the rapid and sustained economic development in our country, pollutant loadings discharged into the river has increased, which brought up serious issue of river water pollution. Thus the governance of water environment has great significance on the improvement of water environment quality and the promotion of ecological civilization. This paper has reviewed the development history of water environment governance both domestic and overseas. Water environment quality status, pollution sources and discharging pollution loadings of Linan city rivers were investigated on the basis of current water environment treatment technique analysis. Major problems existing in water environment were pointed out, and pollution reduction schemes were developed according to different objectives in different areas. With the preliminary evaluation of these schemes, persistent and efficient governance measures were put forward. This paper will provide scientific basis for five water governance in Linan.1. Result showed that the water environment quality in Linan is generally in good condition. Rivers could meet regional requirements except Maxi and Jinxi. Domestic pollution source was the main pollution source, and the pollution loadings of Tianmuxi and South Tiaoxi were relatively large. Main problems lay in water quality improving pressure, treatment facilities upgrading and reconstruction, low agricultural non-point source pollution treatment level and incomplete water environment management mechanism.2. Engineering strategies including shutdown of industrial enterprise, upgrading and reconstruction of centralized urban water treatment facilities, livestock regulation, ecological treatment of agritourism and rural domestic water, river/river bank governance were applied. The reduction of COD, NH4-N, TN, TP emission were estimated to 2704.6 t/a,198.27 t/a,257.64 t/a,43.865 t/a, respectively, which will be conducive to water environment quality.3. Persistent and efficient governance measures in accordance with current problems of Linan water environment governance were brought up, accelerating the improvement of river water environment quality.
