| The coefficient of pollutant generation and discharge is one of the important indicators of the national pollution census, however, the manual is for the national lever, contains all most industries without direct information. The coefficients of pollutant generation and discharge of shoe manufacturing, casting, aquatic food processing, metal and shipbuilding industry are not fft well with the actual industries of Taizhou District, further more, in these industries, the coefficients have much uncertainty. Hence, finding out the representation of the coefficient of pollutant generation and discharge in these industries, refining the categories of industry sources, improving the types of pollutants is urgently needed.In view of this condition, the coefficients of shoe manufacturing, casting, aquatic food processing, metal and shipbuilding industries are researched.Based on the experiences of composing the EIA for many years in these four industries, pollutant sources data obtained by engineering analysis, process and other aggregated data, combining with advanced technology of four major industrial sectors in Taizhou City, the changing in the main generated pollution and the latest research content in order to control the pollution, we complete the accounting for the pollutant generation and discharge coefficient and compile the research report of this coefficient which can be used as sources of technical documents for pollution census and environmental remediation.Yongning River which has the low water exchange rate and large quantity of river pollutant due to its relatively slow water flow is a typical small watershed river network areas; It is a complicated research cause of the pollution sources which are mainly charactered by COD, nitrogen and phosphorus, the distribution of industry and residents which located along the river, greatly changes of water and obviously sub-features. By choosing the suitable water environmental capacity model using sub-estimates methods,we obtained the pollutants’amount reduction and maximum discharge quantity of the control pollutants in each section of the river due to not only the hydrological characteristics of Yongning River, the distribution of the sewage outfall, the standard of water quality, the design flow rate under certain condition, the water quality characteristics in the different sections of the river, but also the data which come from census of the pollutant resources and environmental protection department.
