Anhui province is one of the traditional agricultural provinces, which is developing towards the new industrialization and urbanization in recent years. Economic development is faster and people’s quality of life is obviously improved. However, the environmental problems have become one of the puzzles that affect sustainable development of economy in Anhui province. Many domestic and foreign scholars study environmental efficiency, the added value of economic value that provides products and services for human social production has something to do with environmental load ratio. We carry on the quantitative analysis on environmental efficiency, which helps us grasp the regional environment present situation to better coordinate the relationship between economic development and effective utilization of resources; Moreover, it helps policymakers design and adjust the environmental policies so as to achieve the goal of prevention environment pollution. Researching environmental efficiency in Anhui province, and it conforms to the concept of sustainable development in our province, the ultimate goal is to enhance the overall environmental quality in our province and improve the people’s happiness, which is the ultimate objective of economic development and government work. At present most research scholars at home and abroad research environment efficiency issues, mainly reflected on the environmental efficiency of calculation model. Scientifically and reasonably design the evaluation method of environmental efficiency can help us obtain more accurate and objective environment efficiency value and accurately and comprehensively reflect the actual situation of Anhui economic and environmental development.About researching environmental efficiency evaluation methods, the majority of experts and scholars use the classic DEA model and extended the other model based on DEA model to measure environmental efficiency, such as nation, province and urban belt group. However, the traditional DEA measure in evaluation of Decision Making Unit(DMU)efficiency, which mainly analyzes the relationship between the input and output indicators. Getting maximum output with the smallest input is the key and purpose to the efficiency of regional environment problems. But in the process of production, we not only focus on the maximum output after input is expected to bring, which is also known as the Expected Output (Desirable Output), but also need to consider the inevitable phenomenon of environmental pollution in the process of production, researchers would say not good things as the Unexpected Output (Undesirable output the or Bad Output), such as "three wastes" (waste water, waste gas, waste residue), CO2, SO2 and NO compound pollutants discharge, etc. As a result, the estimation of environmental efficiency will meet expected output to expand and the unexpected output to reduce at the same time. But in the traditional mode of economic growth accounting, the classic DEA model is researched environment efficiency, not considering that an important factor about the unexpected output, the evaluation methods can’t reflect the study nature of the environmental efficiency, so the classic DEA model has not been applicable to analyze the area environmental efficiency.After numerous scholars further study, currently considering evaluation model about unexpected output to research the environmental efficiency has made many important theory achievements, especially systemic research about China’s regional environmental efficiency. But the evaluation model of environmental efficiency based on ISBM-DEA (Improved Slacks Based Measure-Data Envelopment Analysis), and carrying on the improvement for systematic analysis the environmental efficiency for each prefecture level city in Anhui province and coming to the evaluation results that are given only few of literature.This essay considers not only the traditional urban "three wastes", also considers influences on other pollutants for city environment, such as SO2, industrial powder dust (smoke), chemical oxygen demand emissions. This article uses the "improved ISBM-DEA model" constructed by scholars and selects the input and output data from 2007 to 2014 about 16 cities in Anhui province (Chaohu city was revoked by Anhui province in August 2011, the jurisdiction to adjust regional planning, we delete on the investigation to Chaohu city). Calculating these regional environmental efficiency value, Selecting representative in 2011 and 2012 to analyze input redundancy and output deficiency or excess about a part of cities that environment is invalid, at the same time, using the stepwise model method to analyze the influence degree of each input indicators on output, which not only expand the research scope of environmental efficiency, but perfect the related research theory. The results show that from the point of environmental efficiency measurement results, environmental efficiency in each level city of Anhui province is greater difference, the ecological environment level in the south of anhui is significantly better than central and northern Anhui, middle Anhui is higher in the north of Anhui; From the input redundancy and output deficiency or excess, the reasons of low environmental efficiency of different regional environment mainly include:energy input, water resource input redundancy and environment output excess; From the influence of the input index on output, reducing water input for expected output to reduce or the unexpected output to increase, the influence degree is relatively low, and the most effective way to increase economic output or reduce environmental output is to increase capital investment. These conclusions have some new ideas and realistic guiding significance on the research angle of view, it provides the decision support to increase capital investment, increase hunman resources and design emission standards.
