| As the world’s economy continues to develop, humanity today is not only facing serious social conflicts, while also facing severe ecological crisis. China is the largest developing country in the world, after thirty years of reform and opening up, Chinese comprehensive national strength has been significantly increased, the economy has been developing rapidly. But along with the increase of economic strength, the ecological environment around us was severely damaged, it has affected the development of the economy and society. Similarly, environmental issues have become an important factor in economic and social of the Anhui Province’s further development, how to assess the current eco-efficiency is one of the province’s urgent task now. Through the evaluation of eco-efficiency, the Anhui Province can learn more about the output-efficiency of the current ecological environment,it has important significance for us to make the plan of the future development of the Anhui province.In this paper, we study the Anhui province’s economic and social status.According to the results of previous studies of the specific circumstances and they has established a operational and rational index system. They have evaluated the eco-efficiency of each city in Anhui Province objectively. Through eco-efficiency, we can not only analyze the reasons for the eco-efficiency differences between the various regions, but also to provide a reference standard for each city to be compared with. In this paper, we Calculated eco-efficiency under the condition of unexpected output, so we can reflect the actual situation of Anhui’s economic and environmental development accurately and comprehensively.The paper aims to measure the ecological efficiency in Anhui province and analyze its effects. First of all, the data about input and output during1999～2012are selected. Then, super SBM model is applied to measure the efficiency and the paper investigates how the undesirable outputs have effect on the ecological efficiency. The result demonstrates that the ecological efficiency of16cities in Anhui province is evidently different and some regional efficiency is much lower. The overall efficiency tends to ascend. Southern Anhui’s efficiency is the highest regional. Center Anhui’s efficiency is in the second place. Northern Anhui’s efficiency is in the third place. In a addition, the diversity among the three regions is investigated. Finally, this paper briefly puts forward to improve the eco-efficiency and achieve several policy recommendations related to the economic and resource development in harmony with the environment, such as change in growth, development of recycling economy; promotion technological innovation and clean production; adjustment of industrial layout and optimize the industrial structure; coordinated regional development, ecological Anhui; sound environmental management, enhance environmental awareness. |
