Development and utilization of mineral resources promote human social and economic development, but also bring ecological destruction, destroying the field, secondary geological disasters and so on. Strengthen the supervision and management of the mine geological environment is imminent, it will be difficult to achieve a comprehensive continue supervision of dynamic monitoring and mine ecological recovery and management, this paper in the research background of Fujian mine environmental, proposed the idea based on inside and outside integration, positioning overall solution from spatial positioning, remote sensing dynamic monitoring, data collection, database construction, system design, system development to achieve the mine geological environment dynamic regulatory purposes.This paper supported by "East Region Mining Remote Sensing Survey and Monitoring" and "Mine Geological Environmental Dynamic Monitoring Integrated Management in Fujian Province", analyzed in detailed insufficient conventional mining supervision exist, the main existing problems of mine ecological restoration and security deposit data, proposed solutions.This paper detailed summary of the solutions 3S technology used in mine dynamic monitoring technology, described the overall database design ideas; introduced the WebGIS-based PC terminal, the provincial, city, county, township and mine owners five monitoring system design ideas; introduced a set of data processing, collection and Beidou / GPS spatial high precision positioning calibration technology for mobile terminal platform overall design ideas; described the ideas and methods of remote sensing technology used in mine dynamic monitoring and database construction. It’s found that the development functions of database entry, batch import, error checking can improve the accuracy and efficiency of mine ecological recovery and management solutions and margin storage; mobile terminal platform ensure standardization of mine remote sensing dynamic monitoring outside field gathering, forensics, can play fast reporting, feedback, early warning and other regulatory effects. Based on security deposit payment and return management in the system, it can accurately guarantee the accuracy of the figures which are more sensitive of security deposit to ensure funds transfer monitoring, to achieve collaborative management of the relevant departments. Use Beidou / GPS dual-mode high-precision positioning, can better solve problems of GPS signal reception is not good in the mine, the insufficient number of stars, can better assist high-precision positioning outside the field.Currently, Fujian Province has opened the Fujian mine geological environment dynamic monitoring integrated management system, running in good condition. Technical and method this paper presented, can further provide ideas to "exploration, mining, storage, management, inspection" comprehensive mine regulatory, provide technical reference for the "mine one-photo management" design.
