Based on the actual situation in the region sea area use dynamic monitoring, through analyzing the current status of sea-use management and the urgent requirement in some regions building the region sea area use dynamic monitoring system, this paper has carried out the analysis and research of key technologies in sea area use dynamic monitoring.By analyzing the research and practice of the related fields on technical means of home and abroad, that could be used for sea area use dynamic monitoring, such as satellite remote sensing, aerial remote sensing, ground monitoring. Research the theory, technology, accessibility, information and data processing services, we pointed out the current available monitoring methods. On this basis, follow the situation of building sea area use dynamic monitoring system, summarized some problems that the result of using "3S" technology is not satisfactory, the lack of the molding business processes on monitoring, and the inconsistent database structure. Then, this paper had studied on these problems.Combined with Marine Administration Department strengthening sea-use supervision and the request of information management supporting, through the effective organization on the computers, networks, databases, remote sensing, GPS technologies, we focused on the business flow of sea area use dynamic monitoring system, the effective management about sea area ownership data, as well as the way of information released in enhanced network environment. With some sea area use dynamic monitoring workflows, analyzed implementation methods on the proposal of "Sea area use dynamic monitoring workflow that '3S' for the foundation, network and database for the support" under the current information collecting and information processing capacity. Researched on satellite remote sensing and GPS data acquisition and processing; designed and developed the management and applications for sea use ownership data, the data organization and data structure; under the way of information released in the network environment, designed the region sea area use dynamic monitoring information publishing platform based on the ASP website construction methods and the principles of WebGIS.On the basis of analyzing and research the key technologies, this thesis take Tianjin sea area use dynamic monitoring system for example, carried out the practical application for the related technical studies. Analyzed the need, the overall goal, and the system architecture of Tianjin sea use supervision system, focus on the design of sea area use dynamic monitoring system workflow, the sea-use ownership data management, information published in network environment, and carried out them as practical application, to form a lot of parts of monitoring productions which is from the management of ownership database and applications, as well as information web publishing platform. It sufficiently validated the usefulness of the contents of this paper, and has certain reference value in other regions to build s sea area use dynamic monitoring system. |
