Environmental Legal Liability System Study On The Marine Engineering Projects

Marine engineering project is one of the forms of marine development, which use themarine development technologies to conduct the coastal, marine or submarine operations,mainly for the purpose of marine mineral resources, space resources, energy resources. Due tothe limitation of the existing technology, we can not grasp the situation of the complex marineenvironment, marine development is bound to bring a variety of marine environmental risk.A number of serious marine engineering environmental pollution accident has occurredin recent years at home or abroad, such as the oil pipeline bombings of Dalian Port, thebombings of Japan Fukushima nuclear reactors, the oil spill of Gulf of Mexico drillingplatforms and the oil spill of the Bo Sea Bay drilling platform.This paper will study in theimprovement of the legal liability system of marine engineering projects and the outlook ofnew marine environmental management system,which want to help the work of legislation,law enforcement, the judiciary.This paper is consist of five parts，The first part is the research of marine engineeringprojects at home and abroad on environmental pollution liability, and the purpose of thispaper, the significance, methods and so on.The second part mainly introduces the concept and forms of environmental legal liabilitysystem of marine engineering projects, and talks about how to improve the environmentallegal liability system for marine engineering the development of marine economy, marineecological civilization construction as well as the significance of the construction of the legalsystem are described.The third part mainly discusses the Gulf of Mexico oil spill, the Gulf of Bo Sea oil spillincident and Japan’s Fukushima nuclear leakage accident legal strategy, through the researchon the method of comparative analysis method and case.The fourth part focuses on the perfection of the legal liability of our country marineengineering environmental system, through the analysis of the pros and cons of environmentallegal liability system of China’s marine engineering.The fifth part mainly studies the environmental legal liability of marine engineering andthe external legal system, including the environmental legal system, environmental impact assessment system and modern enterprise system.
