The Study On Index System Of Environmental Impact Assessment For Agricultural Park Planning

In 2003 China promulgated the "the people’s Republic of China on Environmental Impact Assessment Law" and in 2009 through the "Planning Environmental Impact Assessment Ordinance", the planning Environmental Impact Assessment report made regulations. The present study on planning environmental impact assessment mainly concentrated in the area, transportation network and industrial park planning, lack of concern for the construction of agriculture park.This study gained more and more attention increasingly for environmental problems at present development speed rapid, agricultural park appeared, based on plan (strategy) development progress of the environmental impact assessment as well as the domestic and foreign theoretical research, practical application, discussed in detail the planning evaluation methods and work procedures, index system and the establishment of the applicable to the environmental effects of agriculture park planning evaluation. Combined with the "Nanjing city Pukou Xingdian modern agriculture industrial park environmental impact assessment" project practice.The main result are presented as follows:(1) Modern agriculture park planning environmental impact assessment method system with matrix method, analytic hierarchy process (ahp), evaluation of sustainable development ability, etc; the work procedures including work program, implementation and summarizes three stages, the main work content has agriculture park planning analysis, environmental factor identification, determination of evaluation index system.(2) agricultural park planning environmental impact assessment index system by the factors of destination layer, criterion layer and elements layer and index layer of four levels, according to national or international standards have been established Index value, the existing relevant policy research target, the present situation of the domestic and foreign environment sustainable development level of regional value experience judgment, single indexes assignment method rely on expert experience judgment, etc.(3) evaluation index weight assignment method adoptes expert scoring method, combining with the analytic hierarchy process (ahp), Using modern agriculture industrial park sustainable development index model, measuring the environment of the park development rationality and development sustainability(4) the case study shows that Xing Dian agricultural park planning and sustainable development index is 81.80, which belongs to the scope of sustainable. The planning has certain environmental rationality and feasibility.(5) the evaluation analysis results shows the layout of the park early layout is not reasonable, planning should optimize function partition and layout, slowing down adverse environment impact in the aspect of the content of construction, technology modes and environmental protection measures.(6) It is very important and necessary to intervene the planning early for planning environmental impact assessment, it can really avoid and reduce the unreasonable industrial layout from the source, and promote the coordinated and healthy development of regional economy and environment.
