| Industrial parks with large area,large number of enterprises,large amount of pollutants and concentrated emissions increase the intensity of pollution,aggravate the regional environmental pressure,and even cause large-scale pollution in several areas.Arid areas are characterized by water shortage,sparse vegetation,fragile ecological environment and sensitivity.Arid areas are characterized by water shortage,sparse vegetation,fragile ecological environment and sensitivity.In arid areas,the agglomeration effect of enterprises in industrial parks leads to the intensification of pressure on water resources and ecological environment in some regions,especially the construction and development of large industrial parks,which makes the contradiction between supply and demand of water resources in some regions particularly prominent.In order to alleviate the ecological environmental pressure of large industrial parks in arid areas,it is necessary to study and discuss the environmental problems of large industrial parks in arid areas.One of the important ways of environmental management of industrial parks in China is to carry out environmental impact assessment of planning,and the evaluation index system of environmental impact of planning is an indispensable part of precise environmental impact assessment of planning.It is also an important prerequisite to ensure the implementation of environmental impact assessment of planning.Therefore,this paper studies the environmental impact assessment index system of large industrial parks in arid areas.Under the guidance of relevant laws,regulations and policies of the state,this paper consults and summarizes some EIA reports of industrial parks and eco-industrial parks,refers to the research results of academic papers and dissertations published by scholars on EIA of industrial parks and eco-industrial parks,puts forward a set of environmental impact assessment indicators for industrial park planning,and puts forward the environmental constraints of large industrial parks in arid regions.Included in the indicator set,through frequency analysis and Delphi method to optimize the indicator set,and finally established the planning EIA indicator system of large industrial parks in arid areas.The main conclusions of this paper are as follows:(1)The environmental constraints of large industrial parks in arid areas are analyzed.It is concluded that the environmental constraints of large industrial parks in arid areas are the quantity of water resources and the quality of ambient air,which are manifested in the imbalance between supply and demand of water resources and the inability of environmental capacity to absorb the intensity of pollutant discharge in some regions.(2)Established the environmental impact assessment index system of large industrial park planning in arid area.The index system is composed of five criterion level indicators and 19 index level indicators,including environmental quality,resource constraints,ecological civilization construction,economic development and pollution control.Among them,the characteristic indicators of the criterion layer are resource constraints and ecological civilization construction.The characteristic indicators of the index layer are fresh water consumption per unit of industrial added value,reuse rate of reclaimed water,proportion of air pollutant discharge to ideal environmental capacity,and water pollutant discharge per unit of industrial construction land area.(3)This paper makes an empirical study on the environmental impact assessment index system of large-scale industrial park planning in arid area.The index system is applied to the compilation of planning EIA report of Xinjiang X Industrial Park.According to the objective situation of X industrial park and the relevant industrial and industrial park standards,the target values for the planning EIA index system of X industrial park are formulated.According to the environmental impact assessment index system of large industrial parks in arid areas established in this paper,an environmental impact report has been compiled.The report has passed the expert technical review meeting organized by the competent department of ecological environment of the autonomous region,which proves to some extent that the index system is operable and can provide technical support for the same type of industrial park planning environmental impact assessment index system. |
