The construction of ecological civilization ranks highly in the overall strategic arrangement. The goal of constructing a beautiful China put forward by the eighteenth National Congress of the Communist Party of China indicates that environmental problems become apparent in the process of national development. As an important aspect of the ecological environment, the water environment receives great importance from government and the public since the newly implementation of Environmental Law and The Action Plan for Prevention and Treatment of Water Pollution in 2015. As the primary pollution source, the waste water discharge of enterprises will directly affect the local water environment. Although the government claims set strict standards on waste water discharge, the enterprises still discharge waste water illegally. Therefore, this thesis aims to unveil the motivation spurring on enterprises in waste water reduction and to construct the motivation mechanism for water waste reduction. It attempts to provide a basis for waste water reduction, police making and environmental protection respectively by enterprises and government.On the basis of the theory and literature review, we assume intrinsic and extrinsic motivation in waste water reduction for enterprises. The former one includes economic benefit, enterprise culture and technological progress while the latter one contains government regulation, policy support, market demand and public participation. Through a thorough analysis on the mechanism of the motivation in enterprises’ waste water reduction, we put forward the research hypothesis and set up the research model. We collect the data by investigating the relevant enterprises in Zhejiang Province in the form of questionnaire survey. We apply statistical software to test the data with descriptive statistical analysis, reliability and validity analysis, ANOVA tests and regression analysis. The results from the empirical study are the foundation to construct waste water reduction mechanism for enterprises.We reach to some conclusions:(1) Compared with other industries, the waste water reduction in the industry of lead-acid batteries, electroplating, printing and dyeing, paper making, leather making and chemical is still lag behind.(2) The enterprise culture exerts the most significant impact on waste water reduction. The remaining influential factors can be arranged in sequence according to their force, namely public participation, market demand, policy support, technological progress, government regulation.(3) Economic benefits have positive impact on waste water reducation, however, the influence is not significant.(4) The positive impact of policy support is directly proportional to the enterprise technical level.(5) “Enterprise Lead, Public Participate, Market Driven and Government Guide” should be the basic principle in building waste water reduction mechanism for enterprises.On the basis of the research conclusion above, we suggest that the enterprises should devote to cultivate the enterprise culture of waste water reduction and incorporate the reduction contribution into the staff performance evaluation system. The enterprises should publicize the reduction information. Meanwhile, they should accelerate technical reform, propel process equipment innovation, and strengthen competitive consciousness. The news media should supervise the enterprises and government comprehensively and effectively. According to the law, the environmental organizations can involve in the reduction and the public should support the water-saving products and report the illegal enterprises. The government should support the enterprises, implement the measures of supervision and promote the idea of green consumption.The innovation parts for this thesis are listed below:(1) Quantify the force of reduction motivation. Six factors have a significant positive influence. They are corporate culture, public participation, policy support, market demand, technological progress and government regulation. The regression coefficient are 0.325, 0.269, 0.268, 0.194, 0.160, 0.158 respectively. It means that the force of enterprise culture is maximal, government regulation is minimal.(2) We propose a principal for waste water reduction for the enterprises on the basis of empirical analysis, namely “Enterprise Lead, Public Participate, Market Driven and Government Guide”.
