The Research On The Countermeasures Of Rural Environmental Pollution Governance In Putian City

Since the reform and opening up, the appearance of the vast rural areas has undergone earth-shattering changes resulting from rapid development of economy and society. At the same time, the rural environmental problems are becoming more and more prominent, which threaten the sustainable development of rural areas. However, the extent and intensity of environmental protection in rural areas is not as good as in urban areas. Overall, the rural environmental pollution, which has affected the health and safety of rural residents and the comprehensive development of rural areas, is still grim. This problem should be paid more attention by the whole society today.This paper selects Putian City as the research object, uses literature research method, field research method and comparative research method,including visiting to Xin Du Town, Chang Tai Village, Long Hua Town, Lai Dian Town, Jiang Kou Town, Dong Zhuang Town and so on, surveys the current status of the rural environment in Putian City and the main source of pollution. This paper also analyzes the deficiencies and reasons existing in dealing with current rural pollution while learns from experience of domestic and foreign environmental pollution governance in rural areas, combining with the actual situation of Putian, puts forward suggestions and countermeasures on how to strengthen rural environmental pollution governance in Putian City.The full text is divided into seven parts:The first part of this paper is the introduction that introduces the research background, purpose and significance, summarizes the domestic and foreign related research status, and describes the research ideas and methods.The second part is the related concepts and theories that defines the concept of environment and rural environment, rural environmental pollution governance, and briefly outlines the ecological civilization theory, public product theory and other related theories.The third part is the analysis of the current situation of rural environmental pollution governance in Putian. The basic situation and main pollution sources of Putian rural environment are introduced, and the main measures to control rural environmental pollution in Putian City in recent years are summarized.The fourth part is the problem of the rural environmental pollution governance in Putian and the analysis of its causes.The fifth part is the international experience and domestic practice of rural environmental pollution governance that introduces some successful experience of the United States, the European Union, Japan and other countries as well as practice of the management of rural environmental pollution in some domestic areas.The sixth part is the suggestion of countermeasure, puts forward constructing multi center governance system, solving the problem of funds, accelerating the process of the rule of law, promoting the source treatment, strengthening publicity and education, and so on.The seventh part of this paper is the conclusion, summarizes the main points and the shortcomings of this paper.
