Research Of Zhu Rongji’s Environmental Protection Thoughts

Favorable environment is the basis for human survival and development. Protecting the environment is the objective need to promote the harmonious development between man and nature,is the inherent requirements to improve the life quality and heath of the people,and is the fundamental guarantee for national survival and long-term development. As a rapidly growing developing country, China’s environmental pollution is very serious. Premier Li Keqiang in the “Government Work Report 2015” solemnly said: “Environmental pollution is a risk of livelihood of the people and the pain of the people,it needs to be governed with an iron fist.” Served as Deputy Premier, Premier Zhu Rongji has published many important views on issues of environmental protection, to review his environmental protection thoughts has a practical significance for strengthening the current environmental protection. In this paper, the Zhu Rongji’s environmental protection thoughts was discussed as follows:First,it surveys the formation background of the Zhu’s Environmental protection thoughts. It concludes that the theory of “oneness of man and nature” is historical origin for the formation of Zhu’s Environmental Protection Thoughts, the ecological concept of contemporary Marxist is the theoretical foundation, the lessons of the socialist modernization is practical basis, and the successful experience of foreign countries a useful reference.Second, it presents the main content of the Zhu’s Environmental protection thoughts. One it elaborates the significance of strengthening environmental protection from these aspects of to promote economic and social security, to build a moderately prosperous society, to achieve sustainable development. Two it points the main existed problems of our country’s environmental protection,such as the sharp cutoff of forest and grassland, the serious land desertification, the imbalance of water ecology, the serious energy pollution and so on. Three it analyzes the causes of environmental protection problems and the irrational industrial structure, officials biased view of achievements, weak environmental supervision, too weak public awareness are the main reasons arising environmental issues. Four it puts forward to some specific measures to strengthen environmental protection,like intensifying propaganda of environmental protection,efforts to prevent soil erosion,strengthening environmental planning and management, optimizing the structure of the officer assessment and so on.Third, it overviews of the basic features of Zhu’s environmental protection thoughts. That is the combination of theory and practice, the combination of inheritance and innovation,the combination of independent governance and cooperative governance.Fourth, it explores the real revelation of Zhu’s environmental protection thoughts. One it should pay attention to environmental protection, promoting the construction of ecological civilization;two it should implement overall consideration, promoting urban and rural environmental protection work; three it should strengthen the scientific and technological innovation, improving the level of environmental protection technology; Four it should focus on environmental management according to law, strengthening environmental protection measures; five it should optimize officials assess,enhancing environmental assessment efforts of officials.
