Theodore Roosevelt is the first US president who took the environment and resources as the domestic policy. As a conservationist and environmentalist, during his presidency, Theodore Roosevelt took a series of policies and measures to protect natural resources and environment, and to some extent, achievements were made which laid foundation for the sustainability of the development of the American society and economies. He took in the intellectuals to make strategic decisions on national issues. He enriched and completed the theories of natural resources protection by continuous practice that rendered great achievements. In addition, he actively took advices from related scholars who put forward suggestions about environment protection, and gradually, a complete set of theories about environment protection were formed which pioneered a new method to federal government decision-making. His propositions and practices about international cooperation on protection of resources and environment set an example for the latter development of the international environment protection cooperation.The paper mainly expounds the background, forming process and effects of Theodore Roosevelt's environment-protection Thoughts as well as the series of environment protection measurements Roosevelt took and the fruitful and pioneering work which is currently of profound influence for the shaping of the American environmental ethics and values.The paper starts from the environment disruptions in early America, and exemplifies the US environment disruptions and waste of natural resources. The America's environmental disruption was initiated with the Westward Movement. At that time, people were less aware of the serious consequences of the environment disruptions which is set as the background for the implementation of the Theodore Roosevelt's environment protection in the paper. Three aspects are demonstrated about the changes of Theodore Roosevelt's personal concerns about the environmental protection including the voices for environment protection, known as the early intellectuals'efforts and the debate of the two environmental protection opinions----nature protection and natural resources protection, which fundamentally laid the foundation for the people's environmental protection perception. Besides, the Roosevelt's personal factors held sway over amongst them, and also, the reasons for Roosevelt's environmental protection is discussed.Since Roosevelt stepped into power, with his own passion for the nature, he began to implement the environmental protection policies in New York State. The paper expounds the forming process, development and completion of his environmental protection thoughts and summarizes his main protection thoughts with thoughts of utilitarianism, sustainability, state intervention and humanism included. His environmental protection thoughts are elaborated and his contributions for the American environment protection are objectively evaluated. In order to let the facts speak for themselves, the paper cites many concrete measures Roosevelt took to exemplify the feasibility of his environmental protection thoughts and outstanding achievements were made. As the first president who set the environmental protection as domestic policy, Roosevelt is very influential.Finally, the paper expounds the effects of the Roosevelt's thoughts had on the American environmental protection movement. In addition, Roosevelt promoted his measures globally and called for the attention of the whole world to take care of and protect the environment. Our country should also learn from his thoughts and balance the construction and environmental protection.We should try to avoid the way America traversed. The experiences are valuable and this is the Realistic Significance and motif of the paper.
