Research On The Problems And Countermeasures Of The Construction Of The Current Rural Ecological Civilization In Liaoning Province

The 18 th Party Congress report increases ecological civilization to the strategic level of “five in one”, while the implementation of rural ecological civilization construction is not only an indispensable component, but also the basic requirement of realizing the beauty China. As a large agricultural country, problems of ecological civilization construction in rural areas directly affect the quality of living environment in rural areas, but also affect the development process of rural modernization.The article is based on the Marxist concept of ecological civilization, summarizing the connotation and essential features of rural ecological civilization construction as the basis, the present situation of rural ecological civilization agriculture in Liaoning Province which is a big agricultural province as the starting point, and deeply exploring the issues of ecological civilization in Liaoning Province, which is the agricultural resources over-exploitation, the rural ecological environment severely damaged, weak awareness of ecological development, weakness ecological protection ability of farmers, insufficient capital investment of ecological protection, backward technology of ecological and environmental protection, absence of ecological protection laws and regulations, and lack of ecological civilization management system and so on. For the reason, it is necessary to further strengthen the construction of rural ecological civilization in Liaoning Province, which is rational using agro-ecological resources and effective protecting the rural environment, strengthen farmers’ awareness of protecting ecological and guiding them to participate in it, increasing capital investment and improving the level of ecological protection, establishing agricultural ecological compensation mechanism and strengthening ecological protection supervision mechanism and other countermeasures.
