The research is based on evaluation of the feasibility of construction plan and equipment for the "Shenyang Power Plant install denitrification equipment system project". Mainly researching and elaborating on how the technical means of the project impact on social, environmental and economic results.The project according to the State Environmental Protection Department, the State Administration of Quality Supervision, Inspection and Quarantine officially promulgated the "thermal power plant air pollutant emission standards" (GB13223-2011) for the requirement of NOx discharge at specific time zone. In order to meet above regulation, considering the actual status of discharge for exhaustgas and nitrigen oxide, after on site demonstration and design for decreasing the impact of exhaustgas and nitrigen oxide to the air. Therefore, the discharge situation of Shen Yang Power plant can meet regulation, the SCR solution has been implemented by adding denitration and desulfurization equipment and technology. The focus is given on monitoring and evaluating NOx discharge level after implementing of denitration and desulfurization equipment to ensure that it meets the minimum technical output over the full load, full-time stable discharge requirements, to create sustainable development of clean and efficient coal industry.The design of project is based on’saving, cleaning and safety’strategy, implementing stricter environment protection standard. Also the project is applicable to new Environment law> and< target agreement of lowerring main pollutant discharge quantity for "the twelveth-five years"of China Guodian Corporation>. Implementing denitration and desulfurization equipment and technology to speed up updateing and reforming the electricity and heating technology. Not only to decrease coal consumption, gas discharge and proportion between coal consumption and electricity generation, but also to increase safety operation, technology and equipment standard and the proportion of coal consumption for electricity in total coal consumption. As requested by State Environmental Protection Department that coal driven power plant should make improvement regarding to pollution article discharge, in which such power plant should install high active denitration, desulfurization and anti-dust equipment in order to relize full load and full time high efficiency pulltion diacharge target to remain sustainable coal and electricity industry, therefore to make solid foundation for national energy development and strategical concern.According to the above regulations and policies, in order to promote the active coal-fired thermal power generator, keep atmospheric pollutant discharge standards to meet full load and full time high efficiency pulltion diacharge target. The research discovered that if Shen Yang Power plan installs high efficient desulfurization, denitrification and dust removal facilities, it can ensure that it meets the minimum technical output over the full load, full-time stable discharge Claim, and as result of that, denitrification SO2、PM10 has few increase but the increase quantity still in the range of treatment of anti-dust and desulfurization, the quantity of NOx decresed dramatically. After Shen Yang power plant put into operation, the pollution evaluation result shows that minimum impact has given to air pollution to the area and the forecast potency for PM10has no big change, SO2 and NOx are changing into good trend. Especially after Shen Yang power plant project,12 lower pollution resources will be removed, as result of that high pollution concentration area will be gone. Therefore the air condiction for this area will be improved dramatically.
