Method Research Of Screening High Pollution And High Environmental Risk Products Based On DEA

Screening high pollution and high environmental risk products is the foundation to draw up 《"High pollution and high environmental risk" products List》. With the influence expansion, the screening method of "High pollution and high environmental risk" products had been public attention, and past screening system mainly base on expert scoring method has been unable to support the current needs. Urgently needs a kind of new product screening method, it can evaluate product environment and economic characteristics scientific comprehensive; it can select, sort and determine "High pollution and high environmental risk" products; it can practicable be applied to list formulation work.This paper analyzes the advantages and disadvantages of three methods with existing formulation, then combing domestic and foreign environmental performance evaluation methods, finally chose and try to use Data Envelopment Analysis (DEA) in order to screen "High pollution and high environmental risk" products. DEA is optimizing linear Programming to evaluate products they have multi-input and multi-output, then identify their relative validity, and sort relatively ineffective products according to the ineffective severity, and find the most ineffective products.Used DEA to evaluate the environmental performance of products, developing a index system to descript and find "High pollution and high environmental risk" products. Selecting 36 major industries in the national economic industry as the DEA reference set; To develop screening threshold for each industry, thus, screening out the "High pollution and high environmental risk" products. The conclusions and contributions of this paper are mainly embodied in the following three aspects:(1) Used C2R of DEA to evaluate the products environmental performance, establish a index system with 7 primary indicator and 22 level two indicator to calculate the environmental performance index of 36 industries in China.(2) Used DEA to construct the method on screening "High pollution and high environmental risk" products. Introduce the conception of reference set and threshold, On the one hand, the environmental performance index of the products is measured with 36 industries. On the other hand, to developed screening threshold for each industry.(3) Empirical research shows that the method of screening is feasible. The method can quantify the environmental performance of products, and can building the threshold system to screening and determination "High pollution and high environmental risk" products.(4) Proposed optimization idea. Through enriched and improved the index system can enhance overall and scientific; and through strengthen the DEA method study, introduce the concept of "preference" to reflect different attention of the indicators, to meet the needs of work.
