Study On Pollution Management Of Chemical Enterprises Based On Cleaner Production

Clean production has become the new environmental philosophy in 21st century. It is a major strategy for sustainable development of China’s industry as well as a major measure to achieve the transformation from end treatment to overall-process control of pollution in China. It has become an inevitable choice for current enterprises to implement the pollution management strategy based on clean production. Since the development of China’s chemical enterprises, many processes and production technologies have been lagging behind, production equipment have been aged, and environmental protection facilities have fallen behind. Establish an advanced pollution management mode based on continuous clean production is the only way to achieve safe, stable, long-term, economical and cleaning operation of production activity. This is the background and significance of the paper selected topic.In addition to introduction, this paper mainly consists of the following parts:The first part, namely Chapter Ⅱ, is the relevant theoretical basis. It introduces definition of clean production as well as objective and requirements, definition of pollution management and means, and specific requirements of enterprise pollution management for clean production.The second part, namely Chapter Ⅲ to Ⅵ, is the case analysis of Enterprise D’s pollution management, as well as the focus of this paper. Chapter Ⅲ introduces pollution management overview of Enterprise D, including summary of its production and operation, its geographic location, its environmental protection situation as well as environmental regulations and standards followed, analyzes problems existing in Enterprise D pollution management as well as the reasons, and concludes that "promoting clean production is the essential way to improve the enterprise level of pollution management". Chapter Ⅳ formulates pollution management program based on clean production by taking Enterprise D as the case, makes a detailed analysis and explanation of primary preparation of plan formulation, pre-review and review of plan, plan generation and screening as well as plan feasibility, and concludes 58 feasible clean production plans. Chapter Ⅴ is tracking investigation of plan implementation. It explains that Enterprise D obtains objective economic benefits, saves energy and reduces pollutant emission due to implementation of 58 clean production plans according to specific data. Chapter Ⅵ summarizes the effects of implementation of clean production plans by Enterprise Ds, concludes that "Enterprise D reduces energy consumption, protects environment, improves working efficiency and management level due to implementation of clean production plans, so it should pay attention to and promote clean production in future production and operation", and gives suggestions to Enterprise D in terms of organizational construction, institutional construction and planning and design of clean production. The third part, namely Chapter Ⅶ, is the summary of this paper as well as further research prospect. On the basis of summary, it makes an explanation and prospect of work to be uncompleted and further studied (such as difference in clean production between enterprises and promotion of pollution management system based on clean production).This paper has the following innovations:(1)In view of the intersection of clean production and chemical enterprise, this paper breaks through the pervious energy preservation and consumption reduction studies focusing on enterprise end treatment and demonstrates the important role of clean production and contamination management in enterprise management from the perspective of clean production, conforming to the current low-carbon economy tendency. (2)Clean production has been implemented at home and abroad for twenty to thirty years; although there is a large amount of successful industrial experience, the operability of clean production strategy in chemical enterprises needs to be further explored due to industrial difference. Combined with the production characteristics of chemical enterprises, the study in this paper adopts a clean production scheme more suitable for the chemical enterprises,and it is an innovative research results.
