Audit And Implementation Of Cleaner Production In Railway Transportation Equipment Manufacturing Enterprises

China has a vast territory,railway transportation has the characteristics of large transportation volume,high speed,low cost and less limited by climate conditions,it plays an important role in modern transportation.Because “the Belt and Road” promote transport interconnection in relevant countries,railway transportation has developed to a new historical stage.Because to the guidance of national policies and the promotion of market demand,the railway transportation equipment manufacturing industry has entered a period of rapid growth,but it has brought environmental pollution problems.The company should develop all the time,the concept of cleaner production must be included in the development plan of enterprises,pay attention to production and operation and environmental protection.The thesis takes a railway transportation equipment manufacturing enterprise as an example,analyze and study the cleaner production audit of the enterprise.First,investigate and sort out various situations of enterprises,and analyze the current situation of pollutant generation and emission of enterprises.Refer to “cleaner production evaluation index system of machinery industry(Trial)” and “evaluation index system of cleaner production in coating industry”,evaluate the cleaner production level of enterprises through qualitative and quantitative analysis.The audit focuses on spraying process of the Bogie Frame Workshop and the Urban Rail Factory in the new plant area,and set three goals of cleaner production: electric energy consumption of the whole plant,VOCs emissions of urban rail car and VOCs content of spray gun cleaning solution.Secondly,by measuring the input and output flow,establish material balance and energy balance,analyze and find out the causes of energy,resource consumption and waste,analyze the cleaner production capacity of enterprises,put forward the improvement scheme of cleaner production.Among them,the schemes of medium cost or high cost are F3-the urban rail factory project of technological transformation of spray booth and replace water-based paint,as well as F4-renovation of spraying workshop and replacement of water-based paint in Lvshun bogie frame workshop.Study the feasibility of the proposed scheme of medium cost or high cost are carried out from technology,environment and economic,determine that the scheme is feasible.Thirdly,evaluate the implementation effect of enterprise cleaner production schemes.Determine 11 feasible cleaner production schemes,including 9 schemes of no cost or low cost,2 schemes of medium cost or high cost,all the schemes have been implemented.The total investment of all schemes is 4.902 million yuan,among them,177 thousand yuan invested in the schemes of no cost or low cost,4.725 million yuan invested in the schemes of medium cost or high cost.Estimate to save electric energy 347.75 thousand k W·h per year,save paint9 t,save natural gas 0.15 t,save office paper 40 thousand,reduce hazardous waste 9 t,reduce VOCs emissions36.15 t.At the same time,improve the level of enterprise environmental management and employees’ awareness of cleaner production,the estimated direct economic benefit is 742.4 thousand yuan per year.Finally,establish a management organization for cleaner production,establish a management system for the implementation of cleaner production,and formulate continuous cleaner production plans.
