| In order to realize the hygiene of meat and the effects of using Incoming Quality Control(IQC) and Outgoing Quality Control(OQC) on meat safety control this paper selected the chemical drugs(albuterol, clenbuterol hydrochloride, furaltadone, and sulfa) from IQC test items and heavy metal (lead, cadmium, arsenic) from OQC test items to analyze and detect. Some ways was put forward to improve the probability of OQC by analyzing the game between OQC of meat industry and government inspection officers. Meat processing enterprises can control meat safety by enforcement of IQC and OQC.By using rapid detection kit to study chemical drugs(albuterol, clenbuterol hydrochloride, furaltadone and sulfa) we reached the following conclusions after analyses: presence rate of clenbuterol is 2.4%, salbutamol is 1.7%, furaltadone is 2.7% and sulfa drugs exceeding standard rate is 1.4%. If the enterprises strictly practise IQC, we can effectively prevent the phenomena of over standard rate and the use of unqualified raw material into meat processing from the very beginning.According to series of national standards heavy metal(lead, cadmium, arsenic) and nitrite were detected and analyzed by the pollution index method, we got the following conclusion:the meat products on the overall were safe; heavy metals (lead, cadmium)and arsenic were below the limit; the content of lead and arsenic were within the scope of security, but the cadmium pollution index of all kinds of meat were more than 0.7, reaching the warning line; content of nitrite in meat was relatively high and some was higher than national limits, which belongs to light pollution according to the pollution index method. If the enterprises strictly practise OQC, we can effectively prevent meat products with excessive nitrite from flowing into market.In this paper, we finished game analysis on OQC between meat processing enterprises and government inspection officers. We got the following conclusions:(1)the intensity of punishment had great influences on the strategy selection of whether enterprise practise OQC; (2) Stepping up punishment on the government inspection officers who dereliction of duty, to urge them to strengthen inspection; (3)to improve the percentage of inspection in meat processing enterprises, we need to develop a system, in which if the government inspection officers does not regulate the enterprise, we need to enforce punishment. |
