In China, vehicle number grows rapidly due to fast economy development and improvement in people's living standards in recent years. Emission from vehicles contributes a lot to air pollution. Air pollution in urban areas has transformed from coal burning caused pollution to coal burning-vehicle exhaust related pollution. So, vehicle exhaust pollution will become more serious in future, and more and more research focus on vehicle emission factors. Ningbo, which is selected as our study area, is one of the economy and traffic center of Zhejiang Province, and has a rising traffic demand.IVE model (International Vehicle Emission Model), which is developed for developing countries, is adopted to calculate vehicle emission factors in this paper. It is indicated that emission factors in IVE model have a difference with monitoring results of local vehicles according to adjustment of emission factors of gasoline vehicles in our previous study. Thus, it is necessary to adjust emission factors in IVE model before using it. However, researches on adjustment about emission factors in IVE are not so much yet. In this study, emission factors of diesel vehicles are adjusted by monitoring data using a portable emission measurement system, and adjustment of emission factors of gasoline vehicles has done in our previous study.In this study, vehicle characters are surveyed in local area, including vehicle population, type, flow, technology distribution, driving patterns and so on. Ajusted IVE model is adopted to calculate emission factors of CO,HC,NOx,PM10 from vehicle exhaust. Then, emission inventory of all area of Ningbo and the three central districts of Ningbo are established based on emission factors and vehicle run miles. In the last, a series of vehicle pollution control measures are put forward.Main achievements from this study are following:Until 2020, vehicle ownership in Ningbo will be 2.66 million, and in three central districts of Ningbo it will be 0.26 million. Comparison of emission factors from diesel vehicles using monitoring data and IVE model shows that:emission factor of CO in IVE model are most close to monitoring data, and following NOX, HC and PM10. Emission factor of new cars (which meet the standard of EuroⅡ, and miles<161K km) in IVE model are close to monitoring data relatively, while old cars (which meet the standard of Euro I and pre-EuroⅠ, and miles>161K km) have big differences. Emissions of CO,NOx,HC,PM10 are 28.56×104,2.85×104,1.65×104,1039 tons in all area of Ningbo and 6.67×104,7921,3975,325 tons in the three central districts of Ningbo, respectively.
