The Research On Evaluation Index And Measurement Of Eco-environmental Performance Audit In H Province

Since the 18th National Congress of the Communist Party of China,the Party Central Committee with Comrade Xi Jinping as the core has raised the construction of a beautiful China to an unprecedented level.The development strategy and the continuous promotion of ecological civilization construction are a constant focus of my country’s modernization drive.As an important way to evaluate the effectiveness of ecological environment governance,environmental performance audit has a strong guiding role.But at this stage,my country’s resource and environmental audit is not mature enough,lacking a unified and authoritative environmental performance audit and evaluation system.As a demonstration area for the construction of "Two-Oriented Society",H Province has accumulated good experience in pilot projects.Now it is committed to promoting the high-quality development of H Province according to the"Three High and Four New" strategy drawn up by General Secretary Xi.Therefore,taking the H province as a case to analyze and study the dimensions of ecological environmental performance audit evaluation,and measure accordingly,we can evaluate its environmental governance effectiveness from a more objective perspective,find existing problems,improve various policies and measures,and promote social Sustainable economic development has theoretical and practical significance.This paper takes H province as the research object and conducts a case study on its ecological environment performance.On the basis of the theoretical overview,it first describes and analyzes the status quo of the ecological environment and environmental governance in H province,and organizes and expounds the development of the ecological environment performance audit and indicator system in my country and H province.Secondly,on the basis of the current situation analysis,it explores the dimensions of the ecological environment performance audit evaluation,and uses the analytic hierarchy process to construct a multi-level system including three dimensions of management performance,operational performance,and social contribution.Finally,according to this system,the entropy weight method is used to measure and analyze the ecological environment performance of H province and other provinces in the country,and compare the overall ecological environment performance level of H province and the specific levels of each dimension.Through the research,it is found that from the overall point of view,H province has achieved great results in environmental governance,with relatively good performance in management performance,operational performance and social contribution,especially in policy response,green technology and innovation,project fund use,The management and protection of forest resources and water resources are in the upper middle position in the country,but there are still problems such as weak environmental management capacity,green production level to be improved,and unstable improvement of ambient air quality,which requires continuous improvement and efforts.Finally,this paper puts forward policy suggestions for improving the level of environmental performance and improving audit evaluation.To improve the level of environmental performance,firstly,we must improve the basic capacity of ecological environmental protection and improve the capacity building of the mechanism system;secondly,we must promote the formation of green production methods and promote the optimization of industrial energy structure;thirdly,we must deeply fight the battle to defend the blue sky and strengthen the management of major pollutants.To improve audit evaluation,first,we must improve the legal system for environmental audit evaluation and improve local environmental regulations;second,we must build a reasonable audit evaluation system to increase the breadth and depth of environmental performance audit;Can increase efficiency.
