As conditions of tailings comprehensive utilization become sophisticated, more and more tailings comprehensive utilization projects have been proposed. Due to the restrictions of funding, sometimes only the project with the highest industrialization with be invested and constructed, so it is necessary to evaluate the industrial maturity of the tailings comprehensive utilization projects. The Dongjiang basin has a long mining history with the huge quantities and the potential value of the metal tailings.At the same time,as the Dongjiang basin environment is sensitive, tailings has caused a serious pollution to the environment.It is typical and practical significance for us to make a comprehensive utilization evaluation at DongJiang basin. This paper specific to the tailings comprehensive utilization projects, constructs the industrialization degree assessment model, and applies the model to the projects of tailings’ comprehensive utilization at Dongjiang basin.On the basis of consulting a large number of literature, combined with the Delphi method, the paper established an industrialization degree index system for the projects of Tailings’ utilizing. The index system consists of 4 criteria that is economic benefit,technical benefit, social benefit, environmental benefit and 14 sub-criteria.Through field research at Dongjiang basin, collecting the local general situation of the natural economy, the main mining areas and tailings utilization. combining with the tailings comprehensive utilization technology in China,the author puts forward six tailings’ comprehensive utilization projects.one recycling project: the fluorite recovery from the old tailing pond at ShiZhuYuan; A overall utilization project:tungsten tailings sintered porous brick in the town of Qing Yao; Four recycling useful components combining with the overall utilization projects: recovery the Pb and Zn elements the producing the low alkali silicate cement at QingJiang lead-zine mine;Ru Cheng tungsten tailings recycling the element of W and the preparation of baking-free brick, recovery the element of Au and production of concrete block and autoclaved brick from the gold mine at DongPing; Yao Gang Xian tungsten tailings recycling W Mo Bi and selling the tailings.Building the assessment model based on Analytic Hierarchy Process(AHP),combining with the Delphi method to determine the weight of all indexes.The result shows that the economic benefits(0.464) is the most important in four criteria next is the environmental benefits(0.323), and then is the technical factors(0.131) and thelast is social benefits(0.081).For the 14 sub-criteria, the weight with respect to the goal of the index of reduction the pollution for air,water and soil is 0.182, and the index of investment profitability is 0.168, they are the most important indexes.Applying the assessment model to the projects of tailings’ utilization at DongJiang basin,and use Expert Choice software to calculate and sensitivity analysis.The application results show that the project of Yao Gang Xian tungsten tailings recycling W Mo Bi and selling the tailings has the highest weight(0.233),it is the best investment project.Moreover,the sensitivity analysis shows that the assessment model has a good stability, and the evaluation results with high reliability, and he most sensitive factors is social benefits.The evaluation model entirely reflects the industrialization degree of the mul-metal tailings utilization projects. The index system accurately reflects the influence of each valuation factor, and provides the reference for investing the project of tailings’ utilization.
