Over the past 30 years, with the implementation of the reform and opening-up policy, China has made great achievement in economic development, Chinese people’s standard of living increased universally. At the same time, however, restricted by various factors, whether in the cities or the countryside, environmental problems appeared frequently, especially in the countryside in our country, because the farmers’ environmental awareness is relatively weak, and the lack of investment in national environmental governance some rural environment worsening condition. Happily, the central file no.1 (2013) put forward to strive to build a beautiful countryside, rural environment governance in the fast lane. Therefore, careful study of the construction of rural environment beautiful governance problem is not only a country to solve the major problems, we need to further discuss the important topic.Li county in hunan province selected by this article to carry out a areal evidence survey.and put forward suggestions and conclusions.Understanding Li county existing environmental governance in the construction of the beautiful countryside problems, analyzing these problems through the Li county local farmers. Li county environmental protection bureau, Li county bureau, Li county farmers Village and Li county ecological home office staff.l hope for environmental governance in the beautiful countryside construction in China to provide help and guidance, and make some beneficial supplement through investigation and research.This paper mainly adopts case study method, In this paper, we study Li county beautiful countryside the actual situation of environmental governance in village construction by using the public governance theory and the theory of sustainable development theory and Ecological civilization theory and so on.Studies have shown that Li county after environmental governance in the beautiful countryside construction, has obtained the certain result, surface water environmental quality improved significantly, increase rural environmental infrastructure investment, ambient air quality is good, the industrial enterprise pollution decreased. However Li county environmental governance is still in its infancy, life garbage disposal at random, allowing extensive livestock farming, and avoid pollution to the environment mineral resources development for a long time, in the beautiful countryside construction maintenance difficult environmental governance achievements. In order to promote China’s beautiful countryside construction environmental governance results in better development, the author combined with the practical experience of relevant countries and regions at home and abroad, and combining the study of Li county before, puts forward some countermeasures:to strengthen environmental education and improving farmers’ environmental awareness, to develop and implement environmental management planning, improve the ability of the government at the county level, optimize the environment of political financing mechanisms to improve the rural environmental protection.
